The position supports NGA Research’s mission to be a premier R&D organization that leads GEOINT research, performing scientific research and transitioning innovative concepts for NGA, NSG, ASG, the IC, and the DoD. It provides day‑to‑day coordination and data management for these activities.
The role provides SETA support separate from NGA Financial Management, handling R&D program planning, budget building, acquisition support, and financial execution of RDT&E and O&M funding. This assistance aids the PPE team, Technical Offices, and Pods.
Key duties include forecasting, tracking, and updating commitments, obligations, and expenditure data for prior and current fiscal year budgets, as well as supporting annual pod reviews and quarterly program reviews.
The analyst prepares Program Build and CBJB/IPBS descriptions, applies knowledge of RDT&E budget activity codes and two‑year funding policies, and generates custom ad hoc financial reports for presentations, meetings, and briefings.
Coordination with national program managers, facilitation of technical exchange meetings, and support for the Government lead in managing international Government‑to‑Government relationships are required, including senior meeting support, read‑ahead materials, briefing drafts, travel logistics, and occasional off‑hour work across time zones.
Participation in staff meetings, technical reviews, working groups, kick‑offs, VTCs/telecoms, and management reviews is expected, along with maintaining technical documentation and clear writing on program capabilities.
Required qualifications include 15+ years of program budget management experience, an active TS clearance with SCI eligibility, a bachelor's degree in a technical field (or 36 technical credit hours), willingness to undergo a CI polygraph, and prior NGA or NRO experience.
Desired qualifications are a master’s degree in a technical field and prior experience with a research and development organization or government agency.
