- Collaboration – Builds internal and external partnerships and works in collaboration with others to meet shared objectives
- Ensure project management participation in proposal process (project execution plan, scope review, risk mitigation, commercial terms, etc.).
- Continually evaluate risks of the project based on known and unknown information in collaboration with the team.
- Participate in Bid/No Bid or Screenings when requested by Proposal Leaders.
- Lead proposal development from assignment to contract signing.
- Understand risks and ensure mitigation is set and documented and ensuring the current version of the department R&O/Risk Register is utilized.
- Develop proposal budget needs based on scope and with team input as warranted, utilizing current version of department template. Analyze against financial metrics and request budget. Monitor budget, communicate budget status to team, and close proposal budgets at time of submittal and again at re-submittal if reopened for BAFO/Shortlist/Price Refresh efforts.
- Drive collaboration between pursuit team members and other shareholders.
- Collaborate with the sales manager and project management to develop and implement the proposal win strategy.
- Ensure accountability across your team; meet deadlines and drive schedule to achieve delivery requirements.
- Facilitate proposal kick-off meeting and status meetings.
- Responsible for budget, schedule, and quality of assigned proposals.
- Determine which roles are required for pursuit team and identify professionals to support.
- Ensure Company Wide Authority Matrix (CWAM) compliance and adherence with proposal process procedures such as: Opportunity Process Procedure, Cost Reviews, Proposal Review Boards, among others.
- Coordinate scope development and/or technical review of RFP.
- Develop and manage overall proposal schedule, maintain and direct-action items.
- Drive review of Risk Register by Project Manager and Project Director, taking into consideration Solution and Client Segment perspective.

- Effective communication – Excellent communications/human relations skills (written, verbal, client service) and able to interface with diverse personalities
- Flexibility – the ability to appropriately adapt to and mange quick changes in direction
- Commercial/business knowledge of contracts
- 3+ years of engineering, project execution or technical pursuit management experience.
- Business Insight – applies (and gains) knowledge of the business and marketplace to advance BV goals
- Bachelor's Degree or Equivalent Experience.

- Understanding of financial metrics including PGM, revenue, and overhead costs (Business Acumen)
- Strong problem-solving skills (identify, analyze, research, evaluate, resolve)
