  • Leads a team and coordinates with the Project ES&H Manager in recruitment, policy administration, compensation administration, and employee development.
  • Ensures the occupational health and wellbeing procedures, rescue, emergency transportation, and evacuation are compliant with local requirements and company standards.
  • Ensures that technical requirements are properly interpreted and applied into the ES&H execution plan and procedures.
  • Ensures that ES&H requirements are incorporated into all processes and procedures across the Project, including Human Resources, Contracts/Procurement, Engineering, and Construction.
  • Develops and manages Stop Work, Consequence Management and Positive recognition policies and activities across the Project.
  • Participates, as directed by the Project ES&H Manager and Legal and Risk Management, at hearings or litigations involving recent or past injuries, accidents or work-related illnesses that occurred on projects/facilities.
  • Advertises the project specific ES&H policies, systems, processes, procedures, and methods with stakeholders including Client representative and Contractors/Subcontractors.
  • Coordinates inspection tours of regulatory compliance officers who are auditing the project/facility for compliance with government ES&H requirements.
  • Develops and manages the ES&H program for the Project in accordance with established policies, systems, processes, procedures and methods, client requirements and regulations.
  • Manages project accident/incident investigations, document control and notifications (on and off project).
  • Provides technical assistance and supervisory direction to other ES&H project personnel as requested by the Project ES&H Manager.
  • Ensures country, client and Bechtel ES&H standards are integrated into projects and facilities policies, processes and procedures.
  • Directs and provides functional leadership of construction safety, road safety, occupational health and wellbeing, training/competence, compliance/inspection, risk reduction, culture/behavioral and improvement activities across the Project.
  • Ensures the ES&H compliance and inspections of project construction activities are conducted to meet contract commitments, and project level policies, procedures, and plans.
  • Accompanies the compliance officer(s) during the audit; ensures that all inspection reports are prepared and retained for legal defense should litigation result.

  • Knowledge of construction planning, estimating, procedures, and execution.
  • Experience in supervising all aspects of ES&H on projects or facilities.
  • Experience in implementing and managing ES&H training programs.
  • A recognized degree from an accredited college or university. A sufficient number of specialized courses. Prior practical work experience in environmental, safety and/or health.
  • Advanced knowledge of a field of environmental and/or safety engineering, process safety, health, or related discipline.
  • Knowledge of engineering and construction systems, methods and work processes.
  • Knowledge of construction environmental issues, e.g., hazardous materials, waste management, erosion and sediment.
  • Knowledge of national ES&H laws/regulations and regulatory/resource agencies permitting processes and responsibilities, industry standards for ES&H compliance, and best management practices for minimizing potential ES&H impacts during project execution.
  • Experience in managing and/or providing technical oversight of ES&H contractors/subcontractors or consultants during construction.
  • Knowledge of technical vocabularies and terminology common to industrial hygiene, health physics, safety engineering, and environmental compliance.
  • Knowledge of ES&H sciences/engineering systems, principles, and methodologies.
  • Bachelor’s degree (or international equivalent) related to environmental, safety, health or science-related discipline and 8 -10 years of relevant experience or 12-14 years of relevant work experience
  • Written and oral communication skills.
