The manager will resolve complex planning, design, and construction issues, oversee Assistant Facility Development Managers, Design Managers, and design professionals, and report project status to departmental and board representatives. - Plan and coordinate pre-construction activities for new schools and modernization projects.
- Manage scope, schedule, budget, and overall success of multiple school projects.

- Lead and monitor performance of Assistant Facility Development Managers, Design Managers, and design professionals.
- Report project budget, schedule, and issues to departmental, branch, and board representatives.
- Review project progress against submittal schedules and assess status throughout development phases.
- Coordinate with utility and government agencies to secure timely actions for project phases.
- Assist project staff with architect‑engineer contracts, bid planning, and contract administration.
- Verify design professional contracts, fees, and payments; oversee fiscal management of projects.
- Provide functional direction for cost control, dispute resolution, quality control, and schedule management.
- Coordinate project activities with district branches such as EH&S, Design Support, Facilities Contract Administration, Inspection, Maintenance, and local education service centers.
- Develop and recommend internal policies and procedures.

The Tsui Group is seeking a qualified and experienced K-12 Construction Project Management professional to serve as a Project Development Manager. The role involves planning and coordinating pre-construction activities for new school builds and modernization projects, and being responsible for scope, schedule, budget, and overall success of multiple projects.
Candidates must have at least 10 years of capital project management experience, including five years in educational facility construction or public works, and hold a bachelor's degree in architecture, engineering, or construction management. Preferred qualifications include certification as an architect or professional engineer, a CCM credential, and LEED professional accreditation.
- Minimum 10 years managing planning, design, construction, and coordination of capital projects.
- Minimum 5 years experience in educational facility construction or public works projects.
- Experience with DSA processes, LEED/CHPS projects, CEQA, agency approvals, and BIM.
- Experience with public project delivery and procurement methods, community engagement, and formal construction partnering.
- Bachelor’s degree in Architecture, Engineering, or Construction Management.
- Valid California Architect or Professional Engineer license; CCM credential; LEED Professional accreditation.
