  • Develop and submit a change order log for all projects;
  • Assist Task Manger in updating and managing the program budget;
  • Assist the Task Manager to issue notices to contractors associated with change orders (C35B),
  • Perform quality control checks on financial data, analyze accounting information, and report for internal and external use;
  • Perform scheduled risk analysis, including quantitative risk analysis to include critical activities, long lead materials, track access impacts, WMATA-provided resources (CSP, Work Trains, etc.),key milestones, and significant changes to schedule or budget;
  • Lead the change order negotiation meetings, take notes, follow up action items and proactively and aggressively assist in closing the modifications and change orders in a timely manner,
  • Assist with Earned Value Analysis (EVA) by integrating cost and schedules;
  • Monitor and report on status of change orders and schedule/cost metrics, identifying key risk areas and milestone impacts which could lead to delays;
  • Draft Request for Equitable Adjustments (REAs) in WMATAs Construction Change Order Management platform (CCOM);
  • Create presentations as needed to communicate project metrics and status on change order components; and
  • Analyze and provide alternatives and expected outcomes to avoid potential program schedule delays and claims;
  • Coordinate the preparation of cost reduction, value engineering, and risk assessment recommendations for cost-effectiveness;
  • Closely coordinate with contract admin (CA) for the change order process,
  • Follow up with Change Control Board (CBB) to address the comments and seek approvals in a timely manner,
  • Review contract documents, specifications and standards to determine merit for change orders;
  • Advance change order request in CCOM through proper documentation (C35A).
  • Investigate opportunities to reduce project schedules using tools such as crashing or resource leveling;
  • Review contractors’ proposals, conduct deep cost analysis for all change orders based the estimate, historical data and engineering judgements to develop the Pre-Negotiation Planning (PNP), and
  • Assist Task Manager with IMS (Integrated Master Schedule), Charter and Total Project Cost (TPC) updates.
  • Develop Planned vs. Actual project metrics;
  • Provide support in price negotiations, obtaining quotes for materials and services, and performing cost-related contract administration functions;
  • Manage all steps of the change order approvals including but not limited to: Developing scope of work (SOW) and rough order of magnitude (ROM) for potential change orders, Initiate Purchasing Requisition (PR) and seek approval in a timely manner, Advance change order request in CCOM through proper documentation (C35A).   • Familiar with Primavera P6® or Microsoft Project®; and
  • PMP, CCM, Planning & Scheduling Professional (PSP) certification; and
  • Experienced using Earned Value Analysis (EVA) and integrate cost and schedules to determine project status;
  • Knowledge of Microsoft Excel® for cost estimating and analysis based on the historical data collection;
  • Bachelor’s degree in engineering, construction management or business, or related field;
  • Experience performing claims-related analyses using contractor claims, delay cost estimates, time impacts, etc.;
  • Experienced with preparing Independent Cost Estimates (ICE) and analyzing contractor claims, delay costs, and time impacts;
  • Experience performing detailed review of contractor schedule submittals, including cost loaded baseline, and progress updates;
  • At least ten (10) years project control experience in large civil, mechanical, or electrical infrastructure projects;
  • Proficiency using Microsoft 365® Suite.
  • PE License (MD, VA, or DC);
  • American Association of Cost Engineers (AACE) International Certification, Certified Estimating Professional (CEP), or equivalent designation.
