The Transmission Configuration Management Program leader develops, executes, and administers processes for all technical engineering activities, managing a workplan that includes proactive capital investment, reactive system maintenance, and emergency restoration. The role may also involve exercising Design Authority, delivering engineering/design outputs, applying asset and model management protocols, and establishing integrated control processes. A specific understanding of transmission engineering disciplines such as substation engineering, protection and control, line design, real‑time operations, facility ratings, grid construction management, and record management is required.
The position provides real‑time system operation expertise, design authority, configuration management, and asset management to ensure transmission assets are placed in service according to design and system records, thereby promoting reliability and safety. Responsibilities include serving as the technical lead for scheduled outages and emergency restorations, enforcing configuration controls, and maintaining final authority for outage verification and documentation.
As Design Authority, the leader oversees every outage, applying connectivity requirements, documenting in‑service verification, and conducting routine audits. They provide 24/7 support for configuration issues, coordinate with the Real Time Operations Control Center and Transmission Field Services, and lead post‑restoration reconciliation including model updates, diagram revisions, lessons‑learned documentation, and procedural improvements.
The role directs engineering deliverables by approving temporary configurations, owning first‑draft one‑line diagrams, and furnishing transitional documents such as substation drawings, protection and control schematics, relay settings, compliance documentation, and system connectivity diagrams. Processes are developed to monitor and report critical calculations and data to meet NERC standards and best operational practices.
Technical oversight includes design of asset replacement or improvement projects, reviewing construction outage sequences, and validating configurations against modeled system states. The leader manages ongoing discussions with Transmission Field Services for both capital and maintenance construction activities.
Minimum qualifications require a Bachelor’s degree in Engineering or Engineering Technology, at least ten years of electric utility experience with five years in a transmission environment, and a Professional Engineer registration is preferred. The position is located on‑site in New Albany, OH; Roanoke, VA; or Tulsa, OK, offers a compensation range of $155,761 to $202,490, and is classified as sedentary work with occasional light lifting.
