Estimator II

Description

The Estimator II – Power Utilities role creates timely, accurate, and competitive cost estimates for electric utility construction projects, including distribution, transmission, substations, and storm restoration. The estimator helps plan projects to optimize labor, equipment, materials, and subcontractors while complying with contract requirements, schedules, safety, quality, environmental, and regulatory standards.

Reporting to general supervision, the estimator supports bid preparation for unit‑price, lump‑sum, and program‑based contracts, adhering to H&M’s Project Management Methodology and safety protocols. The position collaborates with operations, engineering, supply chain, and project management teams to validate assumptions and align estimating strategies.

• Prepare detailed cost estimates for overhead/underground distribution, transmission lines, substations, and civil work.
• Analyze utility bid documents, drawings, specifications, and work orders to develop accurate pricing.
• Develop labor, equipment, material, and subcontractor estimates using historical data and productivity rates.
• Assist in estimating long‑term utility programs, master service agreements, and task‑order work.
• Conduct site visits to evaluate field conditions, access constraints, and constructability.
• Price change orders by assessing scope changes and unit rate adjustments.
• Maintain organized bid documentation and estimating backups for internal review and utility audits.
• Coordinate with operations, engineering, supply chain, and project management to validate assumptions.
• Contribute to developing and refining estimating guidelines, databases, and cost models.
• Interface with utility clients and internal stakeholders for bid presentations and planning discussions.
• Ensure estimates comply with safety, quality, environmental, and regulatory requirements.

Requirements

• 3–5 years of construction estimating experience, preferably in electric utility or power delivery.
• Ability to read and interpret utility drawings, specifications, and standards.
• Knowledge of electric utility construction methods, materials, and industry practices.
• Proficiency with computerized estimating/bidding software and Microsoft Office (Excel, Word, Outlook).
• Strong analytical, problem‑solving, and communication skills.
• Bachelor’s degree in Construction Management, Engineering, or related field, or equivalent experience.
