Perform a variety of Inspection duties that broadly defined will include monitoring the effectiveness of construction contractor quality assurance and quality control (QA/QC) programs, or inspection of USCG facilities for facility maintenance issues
Arrange for transfer of documents, O&M manuals, spare parts, tools, as-built drawings, keys, and guarantees to the CG
Monitor the Contractor’s Quality Control Program for compliance with appropriate
Maintain a current set of contract plans and specifications with executed modifications posted
Review, analyze, and make recommendations including preparation of cost estimates and time/schedule impacts on potential construction changes to the Project Manager/COR
Make on-site inspections of construction project(s) and provide written reports
Perform inspection of construction and USCG facilities
Maintain field records such as correspondence, construction contractor daily reports, test results, solid waste disposal acceptance receipts, progress payments, modifications, etc.
Review payment requests/invoices and provide recommendations to the USCG construction contract COR
Monitor and maintain a complete, updated file of approved submittals for the construction contract. Review construction contractor's submittal, check against the materials being installed, and monitor schedule of submittals
Meet with the USCG to keep them informed of changes to work or schedule constraints
Research and identify design and/or construction problems and provide recommendations to the USCG Construction Project Manager/Contracting Officer’s Representative (COR)/Contracting Officer (KO)
Perform labor interviews when directed by the KO or COR
Ensure the construction contractor is maintaining a current set of as-built drawings and updates the construction schedule
Review and assist in resolving technical issues; including construction contractor Request for Information (RFI) and/or Design Clarification Request (DCR), construction contractor progress schedules and requests for information
Monitor job-site safety and compliance
Monitor compliance with environmental protection requirements Noncompliance shall be brought to the attention of the COR and the construction contractor. Observe representative construction contractor’s on-site samplings and tests, to assure that the test procedures are satisfactory
Keep the COR fully informed of any technical or contractual difficulties encountered during performance
Review daily Contractor’s Reports and prepare Reports
Ensure construction is in accordance with plans and specifications
Photograph the construction progress and logically file the records and transmit as required

Associate’s or Bachelor’s degree in Construction Management, Engineering, or a related field preferred
At least 3 years of construction oversight experience within the last 7 years on projects with a construction dollar value of approximately $500k-$5M (per project). (Must show position title held and description of responsibilities, construction project start/completion dates, construction dollar value of project, and description of project. Must be time on site working on the project.)
At least 5 years total experience inspecting or managing multiple construction contracts involving multiple disciplines/trades
Demonstrated hands-on experience in inspecting facilities and construction for compliance with contract requirements
Alaska Certified Erosion and Sediment Control Lead (AK-CESCL) Certification
Experience with facility and building systems (building envelope, HVAC, plumbing, electrical, mechanical, and structural, etc.), and managing all building trades, subcontracts and construction safety
Must meet all HSPD-12 requirements, including eligibility for a Tier I/SF-85 (NACI or equivalent) background investigation and issuance of a Common Access Card (CAC) through TASS, and maintain approval to access Coast Guard or DoD facilities, systems, and sensitive but unclassified information
Experience with federal, military, or government construction projects is highly preferred
Ability to read and interpret construction drawings, specifications, and technical documentation
Contractors Quality Management course (CQM-C) (provided by one of the following vendors)
30 Hour OSHA Certification (CI must carry Department of Labor card)
All CIs shall complete the following training courses within 120 days of contract award. If the CI has already completed the trainings, but no longer hold an active certification, they must complete training necessary to recertify:
At least 10 years of total experience in construction management, construction supervision, facility management, or quality control
High School Level Education (Must show name of school and year graduated)
ABET accredited 4-year Architecture/Engineering/Construction Management Degree (Must show degree and year received, major, and name of school/college/university degree received from)
At least 5 years of construction oversight experience within the last 10 years on projects with a construction dollar value of approximately $500k-$5M (per project). (Must show position title held and description of responsibilities, construction project start/completion dates, construction dollar value of project, and description of project. Must be time on site working on the project.)
Strong verbal and written communication skills
Construction Industry 8-hour Confined Spaces Entry Certification
Experience as a construction superintendent, providing both supervision and QA/QC duties
In-depth knowledge of construction principles, techniques, and safety standards
Experienced Tradesperson:
Experience with design-build or design-bid-build contracts (Must show position title held, project location, and description of project)
Physically, must be able to; climb and maintain body balance; use hands and arms fully; stand, kneel, bend, crawl, or crouch for long periods; and see well (either naturally or with correction)
Proficiency in Microsoft Office and basic construction management/reporting tools
