Making recommendations and advising leaders to effectively resolve problems or issues by using judgment that is consistent with standards, practices, policies, procedures, regulations, and union contracts.
Maintains human resource information systems within assigned agency;
Collaborate with dedicated Human Resource teams and employees in specialty administrative areas such as leaves, benefits, workers' compensation, and labor relations, enabling you to coordinate the end-to-end HR solutions to meet any operational challenge.
Partner with and advise agency managers and staff on Human Resources policies and practices.
Advises agency staff on human resources policies and procedures, proper organizational structure and use of appropriate job classifications, talent needs, to include but not limited to advising on the availability and expiration of eligible lists, etc.;
Assists in ensuring compliance with applicable state and federal laws, regulations, policies and procedures;
Prepare and maintain all Human Resources records and transactions for employees within the Human Resources Information System (CORE-CT), including, but not limited to, processing positions, new hires, reclassifications, seniority, salary calculations, and adjustments.

Conduct new employee orientation.
Assist managers with employee relations and performance management, including performance evaluations and progressive discipline.
Administers various areas of the recruitment process, including clearing of mandatory lists, interviewing, selection and on-boarding hires;
May assist, coordinate, implement, oversee, and/or provide training and/or staff development programs;
Performs job audits, or other fact finding techniques, related to individual job classification and job classification studies;
Partners with DAS service delivery teams and specialized units to appropriately deliver solutions for agency human resources needs;
Communicates with agency managers, bargaining unit representatives and other interested parties to ensure cooperative relationships;
Prepares or oversees the preparation and maintenance of relevant documentation and records;

Ensure employment compliance within all areas of responsibility, adhering to applicable laws, policies, collective bargaining agreements, and state's reemployment and SEBAC guidelines.

A Master's degree in human resources management, labor relations, business administration, public administration or a closely related field may be substituted for one (1) additional year of the General Experience.
Experience with CORE-CT, including workforce administration, position management, and maintaining employee records

Incumbents in this class may be required to possess and retain a valid Motor Vehicle Operator's License.
Experience working with leaders to recommend organizational structures
College training may be substituted for the General Experience on the basis of fifteen (15) semester hours equaling one half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree.
