Tasks

This is a key leadership role where you will not only manage the Program Estimating Unit but also actively engage in all estimating activities. The successful candidate will have the unique opportunity to oversee the development of all capital cost estimates for the High-Speed Rail program, guiding the project from the conceptual planning level through to final design and construction. -Program Support: Support the development of the bi-annual Programmatic Business Plan capital cost estimates, Program Baselines, and Project Update Reports. -Collaboration: Facilitate the development of estimating information with internal and external stakeholders. -Oversight: Assist in the review of contractor estimates and claims. -Lead and Manage: Oversee and manage the cost estimating group in the development of all capital cost estimates for CAHSRA across all project phases. -Documentation: Develop crucial documents like Estimate Development Plans and Basis of Estimate reports. -Strategy and Policy: Develop and implement policies and procedures for programmatic cost estimating.

What You Bring

Are you an expert in capital cost estimating for massive transit programs? We are currently seeking a highly experienced and results-driven Program Estimating Manager to join our team in the Project Controls Office. -Software Proficiency: Experience with database-driven estimating software (e.g., Timberline, Heavy Bid) and electronic quantity surveying systems. -Experience: A minimum of 20+ years of estimating experience. -Transit Focus: At least 10 years of experience in transit work with a typical project size exceeding $10 Billion. -Report Writing: Significant, demonstrable experience in report writing, specifically with Estimate Development Plans and Basis of Estimates. -Management Skills: Proven ability to manage internal and external resources to deliver accurate cost estimates within a schedule-driven program environment. -Certifications: Professional certification as a cost estimator and/or engineer. -Technical Knowledge: Extensive knowledge of the principles and practices of estimating. -Education: A Bachelor of Science in Civil Engineering, Construction Science/Management, or Quantity Surveying. -Program Leadership: Management experience on large programs with a proven track record.
