Regulatory Consultant
Mcmillen
Designs and builds water‑resource infrastructure including dams, hydropower, fisheries, and restoration projects.
Provide regulatory guidance and support for environmental permitting projects.
Support project management activities, including scope development, schedule tracking, and deliverable coordination.
Collaborate with a team of regulatory specialists, scientists, and engineers on environmental permitting and compliance projects.
Research and interpret environmental regulations and policies to support permitting and compliance strategies.
Contribute to quality assurance, document control, and workflow management for complex regulatory submissions.
Travel periodically to project sites and stakeholder meetings throughout the region.
Communicate clearly and professionally with clients, agencies, and internal teams to ensure alignment on project objectives.
Prepare and manage regulatory and environmental documentation, including permit applications, compliance reports, and technical memoranda.
Coordinate and facilitate agency consultations and stakeholder meetings, documenting discussions and ensuring follow-up on commitments.
Assist in business development efforts, including proposal writing and client coordination, as requested.

Working knowledge of federal and state environmental regulations (e.g., NEPA, Clean Water Act, Endangered Species Act, and state-level equivalents).
5–10 years of experience in environmental permitting, regulatory compliance, or natural resource management (consulting experience preferred).
Bachelor’s degree in Natural Resource Management, Environmental Science, Hydrology, Environmental Policy, or a related discipline (Master’s degree preferred).
Excellent communication and stakeholder engagement skills.
Proficiency in MS Office Suite; experience with GIS software is a plus.
Strong technical writing and documentation management skills.
Benefits
Pay Range: $82,083 - $119,376 (DOE)
