In this role you will lead the development of short‑ and medium‑term fare policies and pilots, analyzing impacts on ridership, revenue, and equity. You will also build, maintain, and use complex travel‑demand and fare models such as TransCAD or FARES to forecast fare‑change effects.
You will manage data warehouses, establish data‑acquisition protocols, and apply advanced statistical methods to travel‑behavior and fare‑collection data. Collaboration with internal teams (finance, operations, customer experience) and external partners (agencies, community groups) will ensure coordinated policy design, while you oversee equity compliance, Title VI requirements, and reduced‑fare programs.
Working with fare‑technology teams, you will align policy decisions with system capabilities and support the implementation of new fare‑collection technologies. You will prepare and present reports and recommendations to executive leadership and boards.
WSP seeks an experienced transportation professional to join its national fare collection and payments practice as a Fare Policy Modeler. The hybrid role can be based in Philadelphia, New York, Atlanta, Chicago, or Los Angeles, and offers both full‑time and part‑time options. The ideal candidate holds a bachelor’s degree, 12 + years of relevant experience, and strong technical skills in transportation modeling software (VISUM, CUBE, TransCAD), GIS, and statistical analysis. Proven analytical, project‑management, and communication abilities, together with knowledge of socioeconomic factors, fare‑policy best practices, and related regulations, are required.
