  • Oversee all documentation related to state subsidiary financing, including credit agreements, bond schedules, and interest rate negotiations.
  • Safeguard American Water’s (including American Water Capital Corporation (AWCC) and operating subsidiaries) debt structure by reviewing new loan documents for any conflicting covenants or provisions.
  • Track, manage, and report financial and administrative data tied to capitalization grants and loan awards to ensure transparency and accountability.
  • Evaluate program objectives, assessing environmental and public health needs, and setting financing and programmatic goals for the SRF.
  • Ensure full legal and regulatory compliance for all SRF-related financings, including documentation of public support and establishment of required reserve accounts.
  • Assess the financial capacity of state subsidiary applicants to cover loan repayment and debt service, a critical step in the loan approval process.
  • Support negotiations with regulators and government agencies to secure approvals and favorable financing terms
  • Manage quarterly and annual compliance activities for all state debt across the American Water system, ensuring consistent execution and reporting.
  • Lead the end-to-end execution of regulated state financings under the State Revolving Fund (SRF) program, ensuring alignment with American Water’s strategic goals and regulatory standards.
  • Partner with State Finance and Legal teams to lead the full lifecycle of new state debt issuance—from business planning through regulatory approval and closing—while adhering to American Water’s Financing Policy and Regulated Utility Financing Practice.
  • Provide treasury expertise in regulatory proceedings, including rate cases and financing petitions, to support efficient and effective compliance.

  • Management experience required.
  • In-dept knowledge of the regulated utility capitalization model and the regulatory approval process for long-term financing.
  • Masters in Business Administration (MBA) preferred.

  • In-depth knowledge of debt financing to include redemption and refinancing analytics, bonds, convertible bonds, preferred stock, and interest rate risk management.
