Manager, Project Controls

Description

The Project Control Manager reports to the Project Controls Director and is responsible for delivering project controls for the Nuclear Island scope, ensuring the project control system is properly implemented and utilized across estimating and construction teams.

• Ensure project compliance with Aecon's Project Controls standards and contract documents.
• Establish and maintain integrated Project Controls systems, setting cost and schedule baselines.
• Lead meetings to communicate project performance status to the wider team.
• Manage a team of Project Controls staff specialized in planning, scheduling, cost control, change, and risk management.
• Support Project Managers in tracking project health and maintain a communication plan for accurate information flow.
• Contribute to continuous improvement of Aecon's Project Controls policies and guidelines.
• Oversee analysis and reporting of key performance metrics (CPI, SPI, commodity tracking) and propose corrective actions.
• Implement and maintain an Earned Value Management plan for performance measurement and forecasting.
• Develop project‑specific Project Controls plans documenting processes and procedures.
• Create and execute a project‑specific change management plan ensuring contract and Aecon standards compliance.
• Assist Commercial & Procurement teams with subcontractor claim assessments, client claim development, negotiations, and dispute resolution.
• Provide commercial and technical expertise for proposal development and contractually defined project control requirements.
• Ensure adherence to contract conditions regarding Project Controls set‑up, monitoring, and close‑out.
• Build strong partnerships with client counterparts and joint‑venture stakeholders.
• Promote a safe, open, and respectful workplace culture.
• Provide feedback and guidance for goal setting, career development, and training opportunities for direct reports.
• Conduct annual performance reviews with mid‑year check‑ins and implement improvement plans as needed.
• Participate in resource planning, utilization analysis, and resource leveling; manage Project Controls staffing forecasts.
• Lead recruitment of new Project Controls resources and communicate needs to senior leadership.
• Leadership of high‑performing teams.

Requirements

• 10–15 years of related experience.
• Demonstrated analytical and adaptive thinking.
• Post‑secondary degree in quantitative, engineering, or construction management.
• Strong team collaboration skills.
• Excellent verbal and written communication abilities.
• Innovative problem‑solving skills.
• Experience as a Project Controls ambassador.
• EPC contractor (self‑perform) experience.
• Construction field experience.
• Experience on mega‑projects or portfolio projects.
• Project Controls technical knowledge (e.g., PMI or AACE certification).
• Stakeholder management experience.
• Strategic orientation and consensus‑building ability.
• Claims avoidance or negotiation experience.
• Advanced Microsoft Excel expertise.
• Primavera P6 expertise.
• ERP systems expertise (SAP, Oracle, JDE).
• Cost management or estimating systems expertise (Hard Dollar, EcoSys, PRISM).
• Must meet mandated nuclear export control requirements; a full security clearance and background check are required, with preference for candidates holding a valid Bruce Power security clearance.
