The role combines division‑level leadership, strategic planning, budgeting, risk and safety oversight, and staff development, while representing Civil Science in municipal, regional and state forums.
The manager will lead business development for the North Dakota public‑works market, identify new clients, monitor municipal funding cycles, and cultivate long‑term relationships with agencies and community partners.
- Set strategic direction, planning, budgeting, forecasting, and performance tracking for the public works division.
- Ensure division‑level quality, risk management, and safety compliance.
- Mentor, hire, and manage staff through performance programs.
- Represent Civil Science in municipal, regional, and state industry forums.
- Lead business development in ND public works, identify new clients and pursue strategic opportunities.
- Oversee proposal development and monitor municipal funding cycles.
- Build and maintain long‑term relationships with agencies, councils, and community partners.

Civil Science, a 100% employee‑owned engineering firm with over 40 years of experience, is looking for a licensed civil engineer to serve as Public Works Division Manager in North Dakota. The manager will report to the Area Manager and supervise project managers, engineers, surveyors and support staff, driving technical excellence and business growth.
Candidates must hold a North Dakota PE, a bachelor’s degree in civil engineering, and have at least 12 years of experience in water, sewer, storm sewer and land‑development projects, with proven client‑relationship and revenue‑generation abilities. Travel throughout ND and surrounding states and a valid driver’s license are required.
- Hold a North Dakota Professional Engineer license and a civil engineering bachelor’s degree.
- Possess 12+ years of experience in water, sewer, storm sewer, and land‑development projects.
- Demonstrate strong communication, organization, and leadership skills.
- Travel throughout North Dakota (and possibly surrounding states) and maintain a valid driver’s license.
- Ability to lift up to 50 lb, work on active construction sites, and perform frequent standing, walking, climbing, and crouching.
- Apply strategic thinking, financial acumen, business development, talent acquisition, technical/regulatory expertise, and negotiation skills.
