  • Responsible for ensuring the enforcement of and compliance with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards and regulations.
  • Represent the Company with respect to activities of the PUCT and the NMPRC. Company representation involves contact and interfacing with Commissioners’ Aides and Staff members.
  • Monitor Commission open meeting activities for both the PUCT and the NMPRC, especially concerning rulemakings and special projects. Express as necessary any issues from new rulemakings and special projects, including the financial impacts and accounting treatments, necessary for compliance.
  • Complies with all applicable Company policies, procedures and code of ethics as well as all applicable governmental laws and regulations to include employment, safety and environmental standards are regulations.
  • Monitor new rulemaking activities and attend workshops when necessary for both the PUCT and the NMPRC.
  • Provide research on the history of and the impact on the Company of new rulemakings and necessary compliance actions.
  • Research, develop, plan, coordinate, and work with various subject matter experts in developing and ensuring compliance of special projects developed within the Company.
  • Direct the development of case strategy and manage the activities involved with preparing regulatory filings, responding to discovery, hearings and settlement negotiations.
  • Participate in and support the development of Company regulatory strategy and planning in both Texas and New Mexico.
  • Assemble teams of internal and external legal counsel, outside consultants and professionals from multiple departments to prepare and prosecute associated regulatory compliance filings for Company special projects.

  • Bachelor’s degree in Accounting, Finance, Economics, Engineering or other post-secondary education with an appropriate business discipline curriculum preferred.
  • Ability to create and present appropriate oral and written testimony before regulatory agencies, legislative committees or other authoritative body.
  • Ability to represent the Company before regulatory agencies, other governmental organizations, customers, and others parties.
  • Ability to maintain a strong sense of propriety concerning confidential matters.
  • Skills and knowledge in Accounting, Finance, Economics, Quantitative Methods, and Public Communications.
  • 3 or more years
  • Demonstrated administrative abilities to include: organization, planning, developing and implementing policies, directing, staffing and controlling formal proceedings.
  • Ability to adapt to and direct fluid situations.
  • Experience in developing and managing budgets, identifying and reporting on budget variances.
  • Ability to learn and apply FERC system of accounts, necessary accounting and budgeting practices and procedures.
  • Minimum of two years project or case management, preferred. Experience to include, project management, including creating and executing work plans, project schedules, rate cases, case management identifying resource requirements.
  • Effective verbal and written communication skills.
  • Knowledge of various personal computer software applications.
  • Ability to maintain effective working relationships with officers, managers, fellow employees, and the general public.
