The Program Manager – Small Business Program (Joint Ventures, SBA Mentor‑Protégé) will drive QGS’s small‑business partnership strategy by overseeing governance, compliance, and performance of SBA Mentor‑Protégé joint ventures across business development, capture, contracting, and delivery.
- Coordinate joint‑venture governance, meeting cadence, documentation, and decision tracking.
- Serve as central liaison between QGS stakeholders and JV partners to align roles and communications.
- Ensure compliance with SBA Mentor‑Protégé and federal contracting requirements, partnering with Legal/Compliance.
- Verify JV eligibility for capture teams, manage partner inputs, and maintain up‑to‑date teaming documentation.
- Support business development and go‑to‑market activities, including opportunity sourcing and pipeline reviews.
- Develop and maintain JV capability materials such as statements, past‑performance narratives, and partner resumes.
- Prepare awarded work for execution by coordinating project controls, partner onboarding, and compliance workflows.
- Collaborate with Finance and Contracts to set up compliant contracts, invoicing, and audit‑ready documentation.
- Track and report JV status, issues, and risks to leadership, escalating as needed.
- Facilitate lessons‑learned and standardize repeatable JV processes.
- Represent QGS in client meetings, teaming events, and partner engagements.

Ideal candidates have 10+ years of program‑management experience with federal government agencies, especially the Department of Energy, and proven expertise in SBA Mentor‑Protégé joint‑venture structures. A bachelor’s degree in a related field is required, an advanced degree and PMP certification (within 12 months) are preferred, and the ability to obtain a federal security clearance is essential.
- 10+ years program‑management experience in federal government, especially DOE.
- Proven experience with SBA Mentor‑Protégé or small‑business JV structures.
- Strong relationship‑building skills with senior government officials and internal stakeholders.
- Experience in construction or craft‑labor project management within matrix organizations.
- Excellent communication and leadership abilities.
- Bachelor’s degree in public administration, business, engineering, or related field; advanced degree preferred.
- PMP or similar certification (required within 12 months of hire).
- Ability to obtain and maintain a federal security clearance and travel to partner sites and events.
