The Technical Lead serves as the senior technical authority for Oracle Health (Cerner) EHR implementations, managing system architecture, interoperability, interface development, device integration, infrastructure readiness, and cutover planning across state/federal health systems, correctional facilities, and affiliated sites.
In the architecture and infrastructure domain, the lead drives the full lifecycle of Oracle Health Millennium and RevElate deployments, designs and implements an Enterprise Master Patient Index (EMPI), creates hybrid hosting models with Oracle Cloud Infrastructure and on‑premises data centers, and ensures compliance with Commonwealth cybersecurity policies and disaster recovery protocols.
For interoperability, the lead oversees HL7 v2, HL7 FHIR, SMART on FHIR, and TEFCA‑compliant interfaces, manages development using Corepoint, Cloverleaf, Rhapsody, and Oracle Integration Services, and establishes governance, a centralized interface registry, and monitoring dashboards to support state‑wide health information exchanges and external labs.
Device and network readiness responsibilities include selecting, deploying, and testing end‑user devices, conducting physical walkthroughs and network evaluations with tools such as SCCM and SolarWinds, validating bedside medical device integration via HL7 and CareAware iBus, and redesigning wireless topologies with VLAN segregation for mobile clinical applications.
Cutover and data migration duties involve structured planning, mock cutovers, go‑live command‑center operations, migration of demographic and clinical data from multiple MEDITECH instances, development of catch‑up file schedules, validation protocols, rollback procedures, and MPI back‑loading with data harmonization.
The Technical Lead acts as the primary technical liaison to Oracle Health, client leadership, and vendors, participates in Change Control and Steering Committee meetings, provides executive‑level reporting on technical readiness and risk, and supports governance models for interface ownership, device lifecycle, and infrastructure sustainment.
Guidehouse’s Health IT Solutions team improves client technology outcomes through IT strategy, operations, and technology adoption. The role is classified under Technology Consulting, requires up to 50% travel, and has no security clearance requirement.
Candidates must hold a bachelor’s degree and have at least six years of experience in large‑scale EHR implementations, including three Oracle Health (Cerner) projects, proven EMPI design and deployment, deep expertise in HL7/FHIR standards and interface engines, and experience transitioning from MEDITECH environments.
Preferred qualifications include extensive experience across multiple EHR platforms, a track record of leading cutover planning and device/network assessments, familiarity with state‑operated pharmacy, correctional health, and behavioral health workflows, and relevant certifications such as PMP or HIMSS.
The annual salary range for this position is $149,000 to $248,000, with compensation determined by skill set, experience, and other factors, and the role includes a comprehensive total rewards package.
