Administer state and federal laws pertinent to drinking water short and long-term water supply needs, including available water, margin of safety, long term individual and regional planning, and source protection;
Interprets and administers pertinent laws and regulations;
Addresses professional and lay groups and prepares articles for publication on public health issues;
Oversee financial capacity analysis and investment of state and federal grant and bond funding for drinking water projects seeking DWSRF loans;
Develops, implements, communicates and evaluates section policies, procedures, goals and activities;
Determines quality assurance and performance standards for staff;
Coordinate, plan, and manage programs and activities within the Planning and Drinking Water State Revolving Fund (DWSRF) Section;

Oversee and implement water supply planning and annual DWSRF IUP development;
Direct proactive water supply planning efforts working with regional and local partners;

Coordinates, plans and manages section programs and activities;
Reviews and evaluates legislative proposals and reports on health issues;
Directs staff and operations of large, multi-faceted health services programs at the section level;

Develop, implement, communicate and evaluate section policies, procedures, goals and activities;

Build and maintain partnerships with relevant stakeholders, including state and federal agencies and local health departments.
Provide managerial oversight and implement strategic planning within the DPH DWSRF Program;
Determines appropriate staffing levels;
Direct comprehensive integration of GIS technology to support the efforts in drinking water supply planning, health equity and state, local and regional planning efforts;
Maintains contacts with individuals within and outside of section who might impact on policy, program or regulatory activities;
Leads the recruitment and hiring of staff, including outreach, interview and selection;
Develops and recommends changes to statutes and regulations;
Obtains state and federal funds to maintain and implement programs;
Develop and recommend changes to statutes and regulations pertinent to water supply planning and the DWSRF; and
Directs preparation of statistical studies and required federal reports;
