The developer will assess existing and emerging intelligence tools, collaborate with vendors, and work closely with training, tradecraft, and exercise support teams to prioritize capability development. By cataloging tool characteristics and modernizing applications, the incumbent will improve collaboration, automate workflows, and increase operational efficiency across client elements.
- Assess viability and recommend OSINT/PAI/CAI capabilities for inclusion in an OSINT toolkit.
- Engage with vendors on emerging tools and technologies.
- Analyze surveys, studies, and user feedback to identify requirements and prioritize development.
- Recommend data strategies, architecture, and management procedures to maximize efficiency and interoperability.
- Catalog and maintain OSINT tool characteristics, including data source availability and security features.
- Manage, maintain, and modernize OSINT applications, designing enterprise solutions to enhance collaboration and automate workflows.
- Collaborate with account managers and training teams to recommend best‑in‑breed tools for operational requirements.
- Identify training needs based on tool usage, best practices, and operator surveys.
- Conduct business case and cost‑benefit analysis for rapid acquisition and integration of tools.
- Work with stakeholders and interagency partners to reduce redundancy and improve information sharing across data repositories.
- Integrate OSINT information into programs of record to improve discovery and utilization.

Candidates must hold an active Top Secret SCI clearance and bring at least seven years of experience in OSINT, national or defense intelligence, federal law enforcement, or related fields. Preferred qualifications include OS301, OS302, OBC, OAC, or CASO training, as well as experience with OSINT utilization reports, Power BI, database management, and SharePoint development. Strong communication, organizational, and analytical skills are essential.
- Hold an active Top Secret SCI clearance.
- Provide 7+ years of experience in OSINT, national or defense intelligence, or federal law enforcement.
- Possess preferred OS301, OS302, OBC, OAC, or CASO training.
- Demonstrate experience with OSINT tools utilization reports, Power BI, database capabilities, and SharePoint development.
- Exhibit strong communication, interpersonal, and organizational skills.
- Ability to manage multiple tasks while ensuring compliance with policies and procedures.
- Analytical ability to interpret complex information and provide clear guidance.
- Adaptability to diverse audiences, environments, and stakeholder needs.
- Willingness to work outside normal business hours in exigent circumstances.
