  • Assist in the preparation of technical specifications for tenders and quotations, perform vendor evaluations, and support procurement processes aligned with operational and budgetary goals.
  • Facilitate the timely submission of work orders, purchase requisitions, vendor invoices, and claims to ensure smooth financial processing and procurement efficiency.
  • Spearhead initiatives aimed at system optimization, energy efficiency, and sustainability by reviewing current engineering practices and proposing value-added improvements to enhance system resilience and reduce operational costs.
  • Coordinate and respond to unscheduled system malfunctions and engineering contingencies with expedience, applying advanced diagnostic techniques and engineering acumen to restore operational continuity and mitigate service disruptions.
  • Conduct regular technical and operational meetings with vendor representatives to review performance, resolve operational issues, and align expectations in accordance with contractual and tenancy obligations.
  • Provide technical support during critical events such as emergency call-backs, and establish clear familiarity with emergency response protocols, escalation workflows, and designated crisis communication channels.
  • Enforce rigorous adherence to workplace safety standards, building regulations, and environmental compliance mandates to uphold a culture of risk-aware and safety-first operations across the facility.
  • Conduct feasibility studies for tenancy work requests, including site inspections and drawing reviews.
  • Maintain and continuously update the engineering database for M&E base provisions in retail units
  • Administer planned and ad-hoc maintenance projects, facility upgrades, and asset enhancement initiatives in collaboration with consultants, tenants, project managers, and contractors, ensuring seamless execution and minimal disruption to core operations.
  • Maintain comprehensive documentation for all engineering assets, including maintenance schedules, service records, and compliance certifications, to support lifecycle planning and informed decision-making.
  • Ensure timely rectification of all service requests and work orders within the computerized maintenance management system, maintaining service timelines and closure rates in line with agreed standards.
  • Monitor and evaluate vendor and contractor performance against key performance indicators (KPIs), ensuring responsive service delivery, technical quality assurance, and continuous service level improvements.
  • Assist the Facilities Manager in the strategic oversight and administration of engineering service contracts, ensuring term contractors (TCs) deliver all preventive and corrective maintenance activities for mechanical and electrical (M&E) systems in accordance with contractual obligations, technical specifications, and established maintenance schedules.
  • Assist the Manager in tracking operational expenditures to ensure alignment with approved budgets, identifying potential cost-saving measures without compromising service standards.
  • Facilitate the execution of all statutory inspections and regulatory audits, including the Annual Fire Certificate (AFC) renewal, Annual High Voltage (HV) Shutdowns, Fire Evacuation Drills, and Public Address (PA) System verifications, ensuring full compliance with prevailing codes and regulations.
  • Safeguard the continuous operational integrity of all critical building services, including HVAC, power distribution, plumbing, vertical transportation, and life safety systems, through proactive inspection, diagnosis, and resolution of technical anomalies.
  • Coordinate with the building's appointed Licensed Electrical Worker for electricity provision to new or subdivided units.
  • Supervise and direct a multidisciplinary team of engineering personnel, ensuring operational tasks are executed with precision, performance metrics are met, and timely progress updates are communicated to relevant stakeholders.
  • Provide support for tenancy fitting-out and post-fitting-out operations.
  • Track tenant electricity account arrears and coordinate with operations and finance teams to issue power supply termination warnings for overdue payments.
  • Prepare the Monthly EV Utilities & Energy Report
  • Manage and monitor electricity billings for tenants, marketing communications (Marcom), pop-up units, and common services.

  • Sound understanding of statutory regulations, code compliance, and local authority requirements (e.g., SCDF, BCA, EMA).
  • Minimum 5 years of relevant experience in facilities management, particularly in commercial or mixed-use developments (office towers, retail malls, or similar environments).
  • Statutory Compliance, Risk Mitigation & Emergency Preparedness
  • Strong technical knowledge in Electrical systems with prior experience in High Voltage distribution at 22kV and Low Voltage electrical distribution and familiar with Plumbing and Sanitary System of a mixed development.
  • Professional Certificate or Diploma in Mechanical, Electrical, Building Services Engineering, Facilities Management, or a related discipline.
  • Able to work independently, manage multiple priorities, and support after-hours call-back duties as required.
  • Proven ability to manage contractors, supervise technicians, and enforce maintenance schedules and performance KPIs.
  • Excellent problem-solving skills, with the ability to respond swiftly to emergencies and unplanned operational challenges.
  • Strong communication and interpersonal skills, with the ability to liaise effectively with stakeholders, vendors, tenants, and consultants.
