Responsible for promoting a culture of open communication and knowledge sharing to build road tunnel management capability and pride across the organisation.
Accountable for review of all serious incidents in Road Tunnels, influencing owners from across TfL to complete actions to protect TfL's reputation and producing a report within 1 month of the incident happening.
Accountable for discharge of quoted duties as set out in the Road Tunnel Safety Regulations (RTSR) 2007, providing objective, expert advice on the safe operational of Road Tunnels for all tunnel users.
Provide support in the execution of and audit of emergency exercises for tunnel staff and emergency services including production of relevant outcome reports to protect TfL's reputation and ensure compliance with RTSR 2007.
Accountable for ensuring safety documentation, including Minimum Operating Requirements for Road Tunnels are maintained and are appropriately applied in practice.
Accountable for ensuring effective handover and hand-back of tunnel assets as an outcome of maintenance interventions, work completed after an incident or projects.
Provides expert guidance to inform the need for and monitoring of tunnel safety performance measures, identifying where there is scope for continuous improvement.
Provides clear vision, direction and role models TfL Vision and Values to develop the required tunnel management capabilities in SNO, championing the development of people and high performance across the value chain.

Excellent understanding of contract management or outsourcing arrangements including KPIs/Specific Performance Indicators, contractual levers, relationships etc. (Desired)
Good working knowledge of statutory obligations and legal frameworks (including Health and Safety legislation)
Educated to degree standard or equivalent.
Experience of maintaining excellent relationships and liaison with team members, customers and key stakeholders. (Preferred)
An excellent understanding of the management and operation of a road network to meet transport policy objectives.

Experience from acting as a Road Tunnel Manager on one or more significant tunnels, preferably within the UK or EU, or performing a similar role in a different but tunnel or safety operations related environment. (Essential)
Significant knowledge of applicable health and safety legislation, industry best practice, standards and guidance.
Broad knowledge of the TfL Vision and Values, Mayoral Transport Strategy, Business priorities and constraints.
An excellent understanding of the principles and practice of infrastructure asset management and maintenance of Road Tunnels.
