Manager - Capital Programming & Grants

Description

Under the general director of the Director - Grants Management, the Manager - Capital Programming & Grants will play a crucial role in coordinating and managing capital programming and grant processes at the Jacksonville Transportation Authority (JTA). The incumbent will ensure the effective management, administration, and compliance of various grant programs and capital projects that support the strategic objectives of JTA. This position involves working closely with internal departments, government agencies, and other stakeholders to facilitate the timely and efficient completion of capital and grant-funded projects.

• Develop and nurture relationships that culminates into overall success.
• Work collaboratively with internal departments to develop, implement, and monitor capital projects, ensuring alignment with organizational goals and objectives.
• Ensure accurate and timely reporting on the status, budget, and outcomes of capital and grant-funded projects.
• Assist in the development and management of capital and grant program budgets, ensuring effective allocation and utilization of funds.
• Conduct and utilize research to influence stakeholders and target markets.
• Monitor and ensure compliance with federal, state, and local regulations regarding grant applications, reporting, and administration.
• Contribute to the continuous improvement of capital programming and grant management processes and procedures.
• Assist in the management and coordination of JTA’s capital programming and grant processes.
• Coordinate the preparation, submission, and administration of grant applications to ensure timely and accurate compliance with all grant requirements.
• Facilitate communication and coordination with external agencies, organizations, and stakeholders regarding capital and grant projects.

Driver’s License – The position description will specify whether a driver’s license is required and the acceptable class of license. Unless an exception under Florida law exists, a nonresident must obtain a Florida driver’s license within 30 days of hire. If a driver’s license has a corrective lens restriction, the employee must wear corrective lenses when operating any vehicle for work purposes. Suspended or revoked licenses, work permits, and certain restricted licenses are not acceptable.

Performing repetitive motion.

• Proven experience in capital programming, grants management, or related roles.
• A strong work ethic to produce a focused, dedicated work team - among both internal and external stakeholders - with a focus on collaboration, mentoring, nurturing and the delivery of exceeded goals.
• Communicate effectively, both orally and in writing, with sensitivity, passion, and a focus on unity and equity.
• Advanced degree
• Proven management skills encompassing the leading of a team, the execution of upper management directives, and evaluating priorities to meet department goals.
• Minimum of 2 years progressively responsible and relevant grants or accounting, including 1 year of supervision of staff personnel.
• Familiarity with federal, state, and local regulations related to transportation projects and grant funding.
• Strong organizational, analytic and tactical-thinking skills.
• Bachelor's degree in Public Administration, Finance, Business Administration, or related field.
