The Capture Leader develops and executes end‑to‑end strategies for $100M+ DHS and DOJ pursuits, manages multi‑year pipeline alignment with mission priorities, and builds trusted relationships with senior leaders across DHS components and DOJ agencies. They conduct competitive intelligence, define win themes, and integrate technology, engineering, and operations partners to deliver compliant, operationally credible solutions. Governance of large RFP proposals, bid/no‑bid decisions, capture budgets, and pricing strategies is also required, as is briefing senior executives on risk and win probability. In addition, the role mentors capture and proposal managers and drives capture discipline across the portfolio.
The Pinnacle Capture Leader role within Guidehouse’s Federal Civilian Business Development & Proposal team focuses on shaping, leading, and winning large, complex capture efforts for the Department of Homeland Security (DHS) and the Department of Justice (DOJ), including enterprise‑scale FBI programs. The position requires up to 75% travel and the ability to obtain a Top Secret (TS) clearance, with a TS/SCI clearance strongly preferred. This leader is accountable for the full capture lifecycle of high‑visibility, mission‑critical opportunities that support national security, law enforcement, intelligence, cyber defense, border protection, and public safety.
Candidates must be able to obtain and maintain a Federal or DoD Top Secret clearance; an active TS is preferred. A bachelor’s degree in engineering, criminal justice, public policy, or a related discipline is required, along with at least ten years of federal civilian business development, capture management, and proposal leadership experience focused on DHS and DOJ customers.
Preferred experience includes senior national security, homeland security, or government acquisition leadership, especially in classified DHS/DOJ environments and FBI programs. A master’s or advanced degree, prior success leading $100M+ total contract value captures, and deep knowledge of FAR‑based procurements, IDIQs, BPAs, and task orders are highly desirable.
The position offers a salary range of $179,000 to $298,000, dependent on factors such as skill set, experience, and security clearance.
