Description

The Senior Business Development Manager is a senior leadership role responsible for shaping C3’s corporate business strategy in collaboration with internal and external stakeholders. Reporting to the Executive Director, the manager will drive business growth, expand services beyond existing client groups, and enhance delivery of care and support while representing the team at meetings, events, and partnerships.

All employees must adhere to the company’s Integrated Management System, health‑safety‑environment‑quality (HSEQ) policies, and continuous‑improvement initiatives, ensuring ethical, reliable, and high‑quality operations. The role requires active participation in these frameworks to uphold operational excellence.

The position works closely with internal C3 groups and external partners such as suppliers, subcontractors, operators, end users, and auditors. It requires strong collaboration across functions to achieve organizational objectives.

• Manage tender timelines and ensure on‑time delivery of all bid submissions.
• Lead the planning, preparation, and high‑quality writing of tender documents.
• Coordinate tender interviews and facilitate post‑tender debriefs with the Executive Director.
• Analyze tender feedback and drive continuous learning within the business‑development team.
• Secure and maintain accreditations with local entities such as PIF and ARAMCO.
• Keep C3’s reference materials and market intelligence up to date.
• Monitor KSA/UAE planning strategies to identify new development opportunities.
• Collaborate with Operations to align new business prospects with strategic plans.
• Participate in project management, evaluating key milestones and risks.
• Guide new projects from inception through implementation to operational status.
• Define financial frameworks, assess ROI, and ensure health‑safety risk assessments for initiatives.
• Implement quality‑management systems in partnership with colleagues.
• Expand and nurture the customer base and stakeholder network to meet objectives.
• Oversee finance and administration resources to meet organisational demands.
• Contribute to budget setting and monitor allocated budgets, applying corrective actions as needed.
• Ensure compliance with financial policies, procedures, and resource deployment standards.
• Represent C3 at national conferences, events, and other work‑related activities.
• Produce monthly progress reports for the Executive Director detailing actions and outcomes.

Requirements

Candidates should hold a bachelor’s degree in a relevant field (e.g., civil engineering, construction management, business administration) and possess extensive knowledge of the construction sector. Thirteen to fifteen years of progressive business‑development experience, including senior management exposure, and a proven record of securing large‑scale projects are essential.
