The Engineering Technical Pursuit Lead is a Professional Engineer who supports WW Clyde’s pursuit efforts for DOT work. The role blends heavy civil engineering judgment, DOT design experience, and technical proposal development, leading the technical approach for pursuits, coordinating with internal teams and external design/JV partners, and producing high‑quality technical writing for RFQs/RFPs and presentations.
- Lead technical pursuit strategy for DOT and alternative delivery projects, including design‑build.
- Review RFQ/RFP requirements and develop compliant technical approaches, scope narratives, and execution plans.
- Identify technical differentiators, innovations, and risk items; create mitigation strategies and win themes.
- Coordinate with JV partners, designers, and internal stakeholders on roles, schedules, deliverables, and messaging.
- Provide concept development and constructability input, balancing schedule, cost, and risk.
- Write, edit, and quality‑check technical proposal sections such as approach, design management, quality, safety integration, schedule narratives, and risk.
- Develop and review technical graphics and exhibits with proposal/graphics teams.
- Support interview preparation, including slide content, speaker notes, and technical Q&A readiness.
- Assist with post‑award transitions to ensure technical commitments are carried into project start‑up planning.
- Ensure compliance with safety and environmental requirements.

The ideal candidate is a licensed professional engineer with extensive experience in heavy civil transportation and a track record of successful proposal development. Strong communication, technical writing, and teamwork abilities are essential, as is proficiency with standard office software and willingness to work on‑site in Orem.
- Hold an active Professional Engineer (PE) license (Utah preferred or ability to obtain).
- Possess 5–10 years of heavy civil transportation engineering experience, including DOT design work.
- Demonstrated experience supporting proposals/pursuits with strong technical writing and editing skills.
- Knowledge of alternative delivery and JV pursuits, aligning technical approach with construction execution.
- Strong communication skills and ability to lead technical meetings with internal and external stakeholders.
- Advanced proficiency in Microsoft Office (Word, PowerPoint, Excel, Outlook/Teams).
- Willingness to work on‑site in Orem daily and travel occasionally for pursuits, partner meetings, or owner interviews.
