The HR and People Experience function is responsible for providing strategic Human Resources support to the business units via a Business Partnering model. It supports the local implementation and application of HR policy and strategy and represent the needs of respective business functions to the HR centres of excellence, providing dedicated functional support across a wide range of HR practices. Additionally, the function is responsible for the development and delivery of the Talent Acquisition and Recruitment, Employee Experience, Onboarding, and HRIS Strategies to ensure it is appropriately aligning and integrating these across HR and Transaction Services to facilitate the delivery of UÉ’s objectives.
The Business Partnering Team support the management and execution of HR strategy and provide line managers with HR expertise on all people related matters e.g., policies and processes, incident management, end-to-end recruitment process, contingent workers, termination /contract expiry, leave management etc. The team drive high performance throughout all their processes and activities supported through the interpretation and delivery of the measurement, analysis and interpretation of HR Data Analytics. They also provide people managers with the tools to build and maintain high performance within their teams and address issues of conflict and underperformance. The Business Partnering team deliver and govern headcount management, resourcing, attraction and retention strategy aligned to the Opex payroll budget for the functional area and build trust through mutual and sustainable stakeholder relationships with all functions within Uisce Éireann. Additionally, they provide direction to functional areas on HR best practice and maintain key relationships to ensure effective delivery of the HR Business Partnering through the relevant Centres of Excellence.
Reporting to the Senior HR Business Partner, the HR Business Partner supports the local implementation and application of HR policy and strategy, represents the needs of the business in HR, and provides dedicated local support to the Uisce Éireann business across a wide range of HR areas.
- Draw on theory, research, and best practice to provide solutions tailored to functional area specifics
- Develop a deep understanding of the organization's business objectives, challenges, and strategies to align HR initiatives with the overall goals.
- Collaborate with managers to identify and address performance improvement opportunities.
- Input to the implementation of best practice HR initiatives and processes
- Collaborate with business leaders to identify HR needs and propose solutions that support the achievement of departmental and company-wide objectives.
- Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
- Analyse HR metrics and data to provide insights and recommendations to management
- Support various organisational change and development initiatives
- Stay up to date with labour laws and regulations to ensure HR practices and policies comply with legal requirements.
- Responsible for the provision of HR support to the assigned business functions, including talent management, organisational design, succession planning, performance management, occupational health, ER, workforce planning, recruitment / on boarding and exit, learning and development, and employee relations
- Conducts duties and responsibilities in accordance with Uisce Éireann’s Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation
- Formulate and provide functional areas with monthly reports to help inform decision making
- Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives.
- Act as a HR consultant to the business ensuring consistency and fairness of the HR approach
- Provide guidance on employee relations matters, ensuring fair and consistent treatment of employees while adhering to company policies and legal requirements.
- Support the performance management process by advising managers on goal setting, performance evaluations, and feedback mechanisms.
- Collaborate with key internal stakeholders across the UÉ business, including but not limited to, Learning and Development, ER/IR, Finance Teams, Legal and HR Transaction Services
- Assist in the development and communication of HR policies and procedures.
- Support the implementation of new and existing HR policies and strategy ensuring it is fit for purpose in the relevant functional areas
- Act as a point of contact for employees and managers regarding HR-related matters, including conflict resolution, performance issues, and policy clarification.
- Responsible for measuring employee sentiment, adapting an early intervention model of business partnering across assigned functional areas and escalating as necessary to the relevant Senior HR Business Partner
- Support employee engagement initiatives, such as surveys, focus groups, and recognition programs, to improve employee satisfaction and retention.
- Provide HR support in relation to the on-boarding and exiting of employees
- Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job
