Sub-Contract Specialist

Description

• Establish and maintenance of Frame Work Agreements and Supply Contracts.
• Negotiate for best fit and optimum costs, commensurate with quality, reliability and delivery.
• Negotiate and implement Supply Contracts and Frame Agreements as necessary – Commercial, Legal, Operational.
• To deliver cash / added value savings as identified annually.
• Carry out sub-contract performance evaluations in conjunction with operational teams.
• Participate in/lead negotiations with sub-contractors and share best practice, to maximise supply chain delivery.
• Ensure all sub-contractors to the Company have gone through the supplier accreditation programme and, where applicable, additional due diligence measures are carried out (Financial checks, FCPA compliance, Audits, etc)
• Obtain competitive bids from suppliers by RFQ and ITT; tabulate & analyse bids and make recommendations on sub-contractor selection to secure best value for money.
• Assure all company’s purchase T&Cs and Client flow-through (B2B) terms are met by sub-contractors to minimise commercial risk.
• Support of Project Procurement team in the development and implementation of procurement plans for each project.
• Ensure accuracy of procurement system(s) as applicable.
• Ensure the procurement procedures are followed within Procurement and by the organization.
• Conduct risk analyses to establish security of future supplies.
• Deliver high quality SCM & Sub-Contracting service to Operational/Commercial departments in support of Tendering activities and Live projects.
• Develop and maintain good working relationships with sub-contractors to ensure best value and continuity of supply.
• To ensure all procurement activity is in accordance with the requirements of all company governing documentation on HSEQS, Financial control and business ethics and to meet all statutory obligations as may be applicable.
• Development and execution of Sub-Contracting and Procurement strategy, both pre and post contract awards, from category mapping, to ITT processes, bid evaluations, negotiations, contract award, management and review.
• Delivery of key frameworks & contracts.
• Expedite solution of any problems that arise in relation to service delivery, quality, quantity, documentation and cost of purchased categories.
• Always work in accordance with and promote the company purchasing policies and procedures.
• Develop and maintain effective communication with Project & Commercial Teams and other internal departments, in terms of requirements, sub-contract status, market intelligence, issues, etc.
• Support commercial bidding and indirect procurement as required.
• In consultation with Regional Procurement Manager and local SMTs, Development of Contracting Strategies in support of Project requirements.
• Source & qualify new Sub-Contractors and carry out competitive sourcing/tendering projects.
• To conduct activities in accordance with DeepOcean company values, ACT for Safety programme and HSEQS Management System.
• Compilation & analysis of commercial quotations for goods & services, making sourcing recommendations to internal customers.

• Experience and knowledge from the Renewables and/or Oil & Gas industry
• Fact Finding and Analytical thinker
• Enthusiastic/Persuasive and articulate
• Qualification of Sub-Contractors and on-going maintenance of Approved (Preferred) Suppliers.
• All sub-contractors engaged are suitably qualified and approved.
• Team Player but also able to work on own initiative
• Networker with strong interpersonal skills
• Further education in Supply Chain Management, Finance or Engineering
• Excellent communication & organisational skills
• Minimum 3-5 years of relevant Procurement or Contracting experience in multi-project, engineering environment, preferable within Subsea industry.
