Provides appropriate information and innovation regarding processes, procedures and requirements for obtaining planning, engineering, and building permits to the public, including homeowners, developers, and contractors in person and over the telephone.
Provides accountability to the technician team in order to ensure that goals, metrics, and expectations are met in order to provide the upmost service to HR Green Clients.
Assists in the implementation and training of department goals, objectives, policies, procedures, and work standards, including recommending improvements.
Engages in innovating and developing processes to meet future needs of clients. Shall also work with new technology in relation to permit processing, data entry, and other necessary tasks to support professional staff.
Conducts building, planning, and engineering permit processing; reviews permit applications, plans, specifications, and supporting documents for completeness and compliance with legal standards and city requirements; calculates and reviews permit fees; prepares bills, collects fees, and issues receipts; issues permits following established guidelines.
Provides technical and functional direction and training to assigned staff; reviews and controls the quality of work; participates in performing complex permit processing and other paraprofessional duties.
May manage technicians as direct reports.
Completes planning and building review approval process on plot and site plans to ensure code compliance; resolves moderately complex issues of compliance; reviews and approves plans and accompanying documents on over-the-counter permits; routes information to appropriate city departments.
Researches and provides land use, building, and zoning information, including storm and sanitary sewer locations, street classifications, land use developments, permit history, contractor information, and other technical information and data.
Engages with project managers to provide innovation in specific services the technician staff can provide to allow professional staff to engage in more task appropriate services.

High School diploma or GED equivalent required or equivalent combination of education and experience required. Associate's degree (A. A.) from two-Year College or technical school preferred.
Ability to work a flexible schedule to include weekends and evenings as needed is required.
Demonstrated experience performing a full range of office and clerical support duties, including the ability to respond to and effectively prioritize multiple tasks with interruptions is required.
A valid Driver’s License with a good driving record.
Five to ten years of increasing responsible technical or paraprofessional experience in a municipal or county building, engineering, planning department, or equivalent private sector experience is required.
Experience using permit database and ePlan check software preferred.
