Associate Director – Cost Manager / Quantity Surveyor - Data Center Construction

Description

The Associate Director – Cost Manager / Quantity Surveyor role supports a large‑scale, mission‑critical data centre program in Beaver County, PA. This client‑facing leadership position requires strategic direction, stakeholder influence, and alignment with Turner & Townsend’s purpose, values and vision, while managing internal and external teams throughout the project lifecycle.

• Lead end‑to‑end cost management across all phases for hyperscale data centre programs.
• Develop and maintain detailed cost plans, estimates and forecasts using benchmarks and technical data.
• Manage change control: review, negotiate change orders and track post‑contract variances.
• Oversee contractor and subcontractor pricing reviews, scope validation and procurement strategy development.
• Coordinate cost forecasts with scheduling teams to align with project milestones.
• Serve as primary contact for commercial status reporting; produce monthly cost reports and executive summaries.
• Interface with clients, stakeholders and consultants, maintaining strong relationships throughout project stages.
• Conduct cost risk analysis, scenario planning and monitor market trends for escalation, labor and material pricing.
• Create cost‑optimization and value‑engineering strategies to reduce lifecycle costs.
• Set and track performance KPIs and critical success factors; present findings to senior leadership.
• Manage financial performance using internal systems; implement Business Management Systems and delivery methodologies.
• Identify and implement improvements to cost‑management processes, templates and tools; capture lessons learned.
• Provide leadership and mentorship to junior staff; conduct performance reviews and foster a high‑performance culture.
• Act as brand ambassador: develop market understanding, build a pipeline of opportunities and identify cross‑selling prospects.
• Participate in proposals/RFP responses and attend networking events to expand market presence.
• Adhere to SOX control responsibilities where applicable.

Requirements

• Hold a Bachelor’s degree in Quantity Surveying, Construction Management, Engineering or related field; graduate degree preferred.
• Possess 8–10+ years of cost management or project controls experience on large‑scale, mission‑critical projects.
• Demonstrate proven construction consultancy and client‑facing delivery experience.
• Have strong understanding of MEP systems, resilience requirements and campus‑scale infrastructure.
• Expertise in budgeting, financial reporting, cost control, Earned Value Management and procurement strategies.
• Proficient with CostX, Oracle, Excel and Primavera cost management tools.
• RICS accreditation or progress toward certification is highly desirable.
• Exhibit excellent communication, presentation, negotiation and stakeholder management skills.
• Show strong analytical, problem‑solving and organizational abilities; manage multiple priorities under pressure.
