Auckland Council is seeking a Programme Manager to manage delivery of the Combined Plan, including the Auckland Regional Spatial Plan and replacement Auckland Unitary Plan. The role sits within the Planning and Resource Consents department, working across the organisation to develop work programmes, budgets, tracking, risk registers, contracts, and support decision making through internal and elected member steering groups.
About you: You have a sound understanding of regulatory policy development, ideally within local government, and strong relationship‑building and communication skills across disciplines and senior leaders. You can influence, are familiar with integrated risk management, and demonstrate empathetic leadership to empower staff to navigate a multi‑year programme within financial, political and resource constraints. The role requires strong prior experience as a project manager working with senior leadership in large, complex organisations, an industry‑recognised qualification such as PRINCE2 or PMP, and ideally a strong understanding of the New Zealand planning system.
We will be looking for specific experience with working in highly political environments, partnering with communities and iwi, and understanding end‑to‑end planning processes and the local government environment.
Hybrid role with flexible working based in Auckland Central. Salary will be $140,650 to $190,290 plus KiwiSaver contribution. The role helps manage delivery of the Auckland Unitary Plan (AUP) taking into account government reform programmes.
