The Manager of Renewable & Carbon Portfolio Planning will lead the Renewable and Carbon Credit Portfolio team, overseeing RPS and carbon‑credit compliance, regulatory filings, and portfolio valuation to achieve financial and environmental objectives. This role involves cross‑functional collaboration, strategic long‑term planning, and providing forecasts and analysis to guide executive decisions.
The manager will develop and implement compliance and portfolio strategies, supervise and develop staff, maintain relationships with agencies such as the California Energy Commission and CARB, and ensure accurate reporting and forecasting for senior leadership.
Key responsibilities include managing the REC and carbon‑allowance portfolios, ensuring RPS and PSD compliance, serving as the subject‑matter expert on regulatory changes, producing forecasts and models, supporting integrated resource planning, and overseeing budgeting, project execution, and staff performance.
Candidates must hold a bachelor’s degree in business, economics, finance, engineering or a related field (or equivalent experience) and have at least five years of forecasting and economic analysis experience combined with five years of supervisory or managerial experience. A minimum of nine years of relevant experience is acceptable in lieu of a degree.
Preferred qualifications include experience managing multi‑million‑dollar renewable or carbon‑credit portfolios, expertise in California RPS and CARB regulations, advanced quantitative analysis using tools such as Excel or Power BI, and a proven record of leading cross‑functional teams and delivering executive‑level presentations.
The position offers a salary range of $159,577.60 to $211,473.60 and is a civil‑service, open posting with an application deadline of February 2, 2026.
