Leads and mentors Client Service Leads to develop capture strategies, strengthen client engagement, and implement program growth plans aligned with Federal Market objectives.
Plans and participates in capture activities to include identifying opportunities, conducting competitive assessments, teaming, developing strategy for pricing and qualifications presentations, and leading solutioning sessions on capture efforts.
Serves as a liaison with HDR counterparts on cross-business group opportunities.
Prioritizes the allocation of marketing and technical resources to accomplish the objectives of the strategic business plan, develop and implement growth plans and actions, while protecting the existing client portfolio.
Coordinates meetings with customers, competitors, clients, and teammates to develop market insight on requirements, acquisition strategy, timing, and contract vehicles, as well as leading white paper and RFI/RFQ/RFP/TORN responses.
Participates in development of marketing and business plans, strategy implementation, and overseeing and controlling the business development budget and forecasts for the facilities master planning, asset management, sustainability & resiliency, and geospatial practices headquartered in Colorado Springs, CO.

Demonstrated "self-starter" with a history of completing projects with limited oversight
Experience working on opportunities in both CONUS and OCONUS environments and classified projects
Proficient in Microsoft Office applications, including Outlook, Word, Excel and PowerPoint
A minimum of 15 years relevant industry experience
Demonstrated experience in growing programs in new or highly competitive markets
Demonstrated experience in winning high-value contracts in the A/E/C industry
Ability to develop plans for securing knowledge and understanding of the client's requirements, issues, and needs during the pursuit and capture phases.
Ability to thrive in an environment with responsibility for both management and execution of the full BD life-cycle process across multiple simultaneous pursuits and proposals.
Bachelor’s degree in Architecture, Engineering, Planning, or in related field.
Experience in the EAC industry working pursuits and proposals
Ideally 10 years’ experience in operations or Business Development in support of Federal agency clients
In depth understanding of Federal Acquisition Regulations (FAR), Department of Defense acquisition processes across multiple services, government-wide and agency-specific budgeting cycles
Demonstrated ability to build a network of clients and industry partners
Deep knowledge of the A/E/C industry's standard approach to procurement of professional services
Strong financial acumen and negotiation skills
Client Engagement experience with the Department of Defense across multiple agencies or departments Strong relationships across multiple DoD levels and with industry leaders, with a proven record of building and sustaining client relationships
Ability to lead cross-functional teams (proposals, marketing, client service, functional support)
Proven experience in facilities master planning, sustainability & resiliency, geospatial, or asset management for Federal agencies and DoD services
Excellent written and verbal communication skills
Ability to communicate effectively to senior leadership
Professional registration/certification, i.e. RA, PE, AICP
Ability and desire to travel and engage with others in-person
Demonstrated experience in writing compelling content based on information from technical staff
Experience in sales and developing effective win strategies
Proven experience leading a team to capture and win Federal projects in excess of $1M
Demonstrated ability to motivate and inspire others
Ability to travel up to 50% of the time, including a routine presence in the HDR Colorado Springs office location.
