The role is responsible for managing the commercial and cost control aspects of MEP works throughout the construction phase of building projects. It focuses on interim valuations, change management, cost reporting, cashflow forecasting, and final account preparation while providing technical cost advice based on construction methods, materials, and labour. The position supports accurate financial control, risk management, and effective collaboration with project stakeholders to achieve project objectives.
Key responsibilities include measurement and quantification, cost estimation and rate analysis, tendering and procurement support, cost control and commercial management, and cost planning with technical advice. The incumbent will undertake quantity take‑offs for various MEP disciplines, support cost estimation activities, lead hospital MEP and biomedical projects, manage vendor contracts, and maintain comprehensive cost control documentation.
- Undertake quantity take‑offs for Electrical, Firefighting, Plumbing, and HVAC works using applicable standards.
- Use Cost X and AutoCAD for take‑offs, summarize quantities, and transfer data into BOQs or cost plans.
- Draft or validate Bills of Quantities and perform bulk checks.
- Identify material and labour rates and conduct rate analysis for standard work items.
- Lead hospital construction/renovation projects involving MEP and biomedical systems.
- Manage vendor selection, contracts, and service agreements.
- Monitor project budgets, timelines, and quality standards.
- Act as liaison between contractors, consultants, and hospital management.
- Prepare interim payment recommendations and maintain cost control documentation.
- Manage change control processes and contribute to cost reporting and cash‑flow forecasting.
- Value variations, track risk allowances, and prepare final accounts.
- Assess cost implications of materials, labour, and construction methods during design and execution.

Applicants should hold a diploma or bachelor's degree in Mechanical, Electrical, or Plumbing technology and possess 7‑9 years of post‑contract quantity surveying or cost management experience on MEP building projects. Proficiency in CAD, Cost‑X, and other quantification tools, advanced MS Excel and Word skills, and strong written, verbal, interpersonal, and presentation abilities are required.
- Apply construction technology knowledge in cost planning tasks.
- Hold a Diploma or Bachelor's in Mechanical, Electrical, or Plumbing technology.
- Possess 7‑9 years of post‑contract quantity surveying or cost management experience for MEP works.
