Estimating Manager

Description

• Participate in business development efforts and help identify new opportunities
• Responding to RFPs
• Developing pricing strategies
• Interpreting drawings and specifications
• Conducting ship checks
• Assign and prioritize work to ensure deadlines and quality standards are met
• Perform final reviews and approvals of bid packages prior to submission
• Oversee all phases of the estimating process, including:
• Lead, mentor, and supervise a team of estimators, procurement specialists, and support staff
• Develop and maintain standardized estimating and proposal processes
• Negotiating contracts and managing change orders
• Assist with workforce planning and future staffing needs
• Prepare and review base cost estimates and proposal packages
• Communicate regularly with executive leadership, vendors, subcontractors, and consultants
• Stay current with industry trends, regulations, and best practices
• Manage the day-to-day operations of the Estimating Department

Requirements

We’re looking for an experienced Estimating Manager to lead and oversee our Estimating Department. This role is ideal for someone with extensive ship repair or marine estimating experience who enjoys leading teams, improving processes, and supporting business growth in a fast-paced environment.

• Minimum of 10 years of experience in ship repair or the marine industry
• Highly organized with the ability to manage multiple priorities in a fast-paced environment
• Ability to read and interpret technical drawings and government contracts
• Proficiency with Microsoft Word, Excel, Project, or similar scheduling tools
• Knowledge of Navy vessels, NAVSEA standards, and applicable federal and state regulations
• Management experience (5 years preferred)
• Experience negotiating contract changes and preparing labor estimates
• TWIC (Transportation Worker Identification Credential)
• Familiarity with work sequencing, scheduling, and proposal development
• Bachelor’s degree in Engineering or a related field or equivalent relevant work experience
• DBIDS (Defense Biometric Identification System) credential
• Strong written and verbal communication skills
• Knowledge of maritime construction practices, terminology, and contracts
• Strong understanding of ship repair planning, estimating methods, and cost strategies
