The Estimator II role supports utility, infrastructure, and civil construction projects by preparing accurate, competitive cost estimates. The position works closely with project managers, engineers, and procurement teams to align estimates with project requirements and company goals.
Key duties include reviewing RFPs and specifications, developing detailed labor, material, equipment, and subcontractor cost models, and conducting risk and contingency analysis. The estimator also manages subcontractor pricing, prepares bid proposals, performs quantity take‑offs using digital tools, and ensures a smooth handoff to project management after award.
- Review RFPs, RFQs, drawings, and specs to define project scope.
- Prepare detailed cost estimates for labor, materials, equipment, and subcontractors.
- Identify high‑risk cost areas and recommend contingencies.
- Solicit, validate, and compare subcontractor and vendor pricing.
- Develop bid proposals and clarification documents for client submission.
- Perform quantity take‑offs using Bluebeam or similar digital tools.
- Maintain and update cost databases, benchmarking tools, and historical records.
- Support post‑award handoff to project management ensuring scope clarity.
- Collaborate with project managers, engineers, and procurement during bid preparation.
- Participate in pre‑bid meetings, site walks, and risk analysis sessions.
- Participate in a 401(k) retirement plan.

Candidates should hold a bachelor’s degree in construction management, engineering, or a related field, or possess equivalent experience, and have at least five years of utility or infrastructure estimating experience. Proficiency with estimating software, Excel, Bluebeam, and a solid understanding of construction methods, electrical systems, codes, and industry standards is required. Strong analytical, organizational and communication skills, and the ability to handle multiple tight‑deadline bids are essential.
- Hold a bachelor’s degree in construction management, engineering, or related field (or equivalent experience).
- Possess 5+ years of utility/infrastructure estimating experience (gas, electric, civil).
- Demonstrate proficiency with estimating software (e.g., Accubid, Trimble), Excel, and Bluebeam.
- Understand construction methods, electrical systems, codes, and industry standards.
- Exhibit strong analytical, organizational, and communication skills; manage multiple tight‑deadline bids.
- Preferred: experience with public works, DOE projects, FAR compliance, CPE or PMP certification, OSHA safety certification.
