Assist preparing final job cost for 8609 issuance and regulatory agreement filings
Work with closing team on pre-syndication, equity, construction loan and permanent loan closings,
Develop and maintain professional relationships with local, state and federal funding agencies staying apprised of available programs and requirements and initiatives.
Review and approval of third-party contracts and billings
Will be responsible for profitable completion of new affordable (LIHTC) housing and workforce housing developments including sourcing, local approvals, funding applications, construction closings, construction and conversion/ 8609.
Select, direct and coordinate third party design professionals (i.e. architects, engineers, energy and environmental consultants) to include design review, adhering to the Conifer building outline specifications and standard floor plans
VP will lead the development efforts in NJ and be the “quarterback” of the Conifer teams involved in the projects (Development, Construction, Legal, Accounting, Asset Management, Property Management).
Review and approve soft cost draws and submission of hard and soft cost draws to funders.
Coordinate completion of third-party Market Studies and Appraisals
Responsible for project feasibility and profitability and its related impact on the corporate budget through completion.
Develop and report on annual regional profitability goals to meet overall company goals.
Determine capacity and appropriate resources to address current and pipeline projects, including staffing and predevelopment expense budgets.
Collaborates effectively to get things done, building and nurturing strong relationships—becoming a positive resource for our vendors, contractors, visitors and fellow employees.
Hire and manage Development Managers and Development Coordinators, including mentoring, coaching, training and succession planning.
Will oversee implementation of development projects in assigned region(s), principally financed utilizing low-income housing credits, from project inception to 8609 certification with the assistance of development staff to complete the following tasks:
Represent Conifer at regional conferences and political events.
Develop and maintain professional relationships with joint venture partners, investors and municipal development planners.
Identifying and negotiating purchases of new project sites for pipeline
Represent the owner at construction meetings and resolve issues related to design implementation, schedule, local permits, third party professional’s responsibilities and draw reviews. Approve hard cost draws and change orders.
Work with PM team and Construction team to determine all regulatory requirements for the issuance of C of O from the local municipality and direct the contractor and third-party professional to complete their required roles in the process

This position is not fully remote. Candidates must reside in New Jersey, or Greater Philadelphia Area, to ensure commuting accessibility for required in-person site visits and to maintain a consistent regional presence. While some remote work is permitted, regular travel within the region is an essential function of the role. Your home will serve as your base office, with weekly travel to your assigned portfolio of communities and apartment locations as needed.

Bachelor’s degree required, with a major in Business, Law, Finance or Planning preferred.

Travel required – frequency based upon projects, scheduled meetings, conferences.
Demonstrates organizational, time-management, and multi-tasking skills to effectively manage several projects with daily activities at one time to meet required timelines set.
Minimum 7+ years of experience in affordable housing project management, leading projects from start to finish, is required.

High School Diploma/GED equivalent required.

Minimum fifteen (15+) years in affordable housing development or combination of experience in planning, real estate development and finance.
Light work that may require, walking, stooping, crouching and lifting up to 15 pounds on occasion.
Remote with some regional office attendance when needed/scheduled and travel to Project states and Project Municipalities.
Staffing, performance management including coaching, mentoring, training experience is essential.
Obtain local municipal project approvals. Travel required and evening appointments for local approvals
