This is a great opportunity where you will have opportunity to work closely with senior members of the company, including the Exec team and members of the wider business, building trust and assurance and ensuring robust controls and consistent regulatory financial reporting.
As Regulatory Finance Manager you will have opportunity to lead the delivery of our regulatory financial reporting on behalf of the Pennon Group, whilst working closely with the wider Finance team to ensure consistency between the statutory and regulatory reporting, as well as being an expert in the Water Regulatory subject matter to be able to provide technical advice to the business, to support strategic and operational decisions.

This is a demanding but extremely varied opportunity in a large organisation, which gives the opportunity to make a real impact on the way Pennon operates as a business and enables regular contact with some of the most senior stakeholders. You will drive both our external financial and regulatory reporting and will form strong relationships between Finance and the wider business.
- Ensure control and compliance – Oversee the audit and monitoring of financial controls across the business.
- Drive business planning – Lead financial input into the five-year business plan, including model population and drafting consultation responses.
- Track key performance metrics – Produce metrics on a quarterly basis.
- Engage with senior stakeholders – Work closely with auditors, regulators, and senior leadership to meet all reporting requirements.
- Lead on reconciliation modelling – Become our in-house expert on the regulators (Ofwat) incentive models (2025–2030) and manage quarterly updates aligned to the budget cycle.
- Support regulatory modelling – Help develop and maintain the Ofwat Financial Model.
- Advise on financial impacts – Communicate the implications of under/overspend on performance, revenue, and customer bills.
- Support strategic planning – Ensure budgets align with regulatory determinations and advise on financial strategy.
- Monitor the regulatory landscape – Stay ahead of Ofwat developments and peer activity to keep the business agile and informed.
- Own the Annual Performance Report (APR) – Lead the production of the APR and associated financial tables, ensuring accuracy, compliance, and insight.
- Provide expert regulatory insight – Offer technical guidance on regulatory accounting, RAGs, and economic regulatory matters.
- Deliver Price Review submissions – Coordinate the submission of c.250k data points across three regions using SharePoint, DocuSign, and strong stakeholder collaboration.

We’re looking for a confident and driven regulatory finance professional to play a key role in delivering high-quality financial and operational reporting, shaping our business plan, and influencing regulatory outcomes. You’ll be at the heart of our Price Review Programme, helping to ensure we meet our obligations, engage with stakeholders, and deliver value for customers and the business.
- A collaborative mindset and the ability to work effectively across functions and with senior leadership.
- Excellent communication skills — both written and verbal — with the confidence to influence, challenge, and present clear, compelling business cases.
- Solid grounding in financial reporting and budgeting, backed by sharp analytical and critical thinking skills.
- A proven track record of leading change, enhancing financial controls, and improving reporting and decision-making processes.
- A recognised accounting qualification (ACA, ACCA, CIMA or equivalent).
- Strong senior-level experience in regulatory environments — whether in industry, a regulator, or consultancy — with the ability to simplify complex financial and regulatory concepts for diverse audiences.
