Upholds the safety compliance standards inherent in PSE’s operating and/or field procedures related to work responsibilities. Promotes and supports a culture of total safety. This role is critical to the success of PSE as it performs a key role in re-shaping how PSE generates power for its customers by selecting technologies that PSE will rely upon for decades. The successful candidate advises management on how to evaluate tradeoffs and risks on the technical aspects of transactions factoring in commercial considerations. Identifies and pursues new markets, products, and acquisition opportunities, and builds and maintains relationships with internal and external partners for action on technical matters.

  • Ensures that all conditions are met related to deal closing and that acquisition is fully and successfully transitioned into PSE’s resource portfolio.
  • Prepares and manages departmental and programmatic budgets to achieve corporate goals.
  • Mentors department personnel on technical and strategic matters.
  • Leads due diligence reviews of energy resource additions and other commercial transactions, including financial feasibility analyses, engineering review, operations review, environmental review, legal review, and real estate review.
  • Demonstrates a passion for safety. Promotes and supports a culture of total safety including eliminating at-risk behaviors by conducting safety audits and inspections, eliminating hazards and near misses, and attending safety meetings.
  • Proactively builds consensus among stakeholders and department personnel.
  • Conducts and ensures the completion of performance reviews and development plans.
  • Provides coaching, direction and leadership support to team members in order to achieve employee, business, customer, and safety results.
  • Formulates and conducts presentations to PSE executives and industry.
  • Functions as PSE’s subject matter expert or appointed as a leader on matters related to specific resource including technology development, state and federal regulations, and technical review and due diligence.
  • Supports or participates in Least Cost Plan/Integrated Resource Plan activities.
  • Works with PSE legal counsel to support and align Energy Resources’ business strategy.
  • Oversees training and development of employees directly and indirectly managed and makes effective staffing decisions. Ensures required training is successfully completed.
  • Sets clear expectations and holds employees accountable for performance as well as safety goals/targets where applicable.
  • Accountable to ensure employees adhere to legal and operational compliance requirements, as well as safety standards.

PSE is on a journey to increase our amount of CETA energy and capacity procurement efforts. PSE is enhancing our laser focus on this effort and needs this role to manage the resource acquisition function focusing on RFP contract negotiations. The successful candidate will be a skilled negotiator, keen observer of PSE transaction risk and be a strong leader – developing, coaching and supporting this team and helping them through the most important and complex issues that PSE is facing.

  • MBA, related post-graduate degree, and/or license as a Professional Engineer.
  • Experience in regulated utility industry.
  • Proficient with MS Office suite of word processing, presentation and spreadsheet applications.
  • Demonstrated experience and ability to lead and influence cross-functional teams and stakeholders.
  • Bachelor’s degree in engineering, finance, economics, business administration or other related field of expertise (appropriate additional experience may be considered in lieu of degree).
  • Excellent interpersonal skills and ability to develop and cultivate strong working relationships with contractual counterparties, regulators and other industry participants.
  • 7 years of increasing responsibility in the electric utility or independent power sector and experience in project development, implementation, and commercial acquisitions.
  • Strong organizational skills to manage complex projects.
  • Proficient with presentation software applications and excellent presentation skills are highly desirable.
  • Proven experience achieving structured results for unique acquisition, resource integration, operations and/or maintenance projects.
  • Strong analytical skills to effectively and efficiently analyze a wide array of potential business challenges.
  • Ability to understand complex financial pro-formas and provide direction.
  • 10 years of experience in project development, implementation, asset management or acquisition, with experience in the Northwest.
  • Excellent verbal and written communication skills, including ability to contemporaneously document evaluation, due diligence and negotiation initiatives for later prudence purposes.
  • Supports Regulatory Affairs; demonstrates prudence of energy resource acquisition, development, and management.

The pay range for this position is $101,500.00 - $241,100.00, and this position is eligible for annual goals based incentive bonuses.
