

Provides global engineering, procurement, construction and maintenance services for large-scale industrial, energy, infrastructure and government projects.
The Alternate QCM reports to the project QCM and serves as the overall Quality Control Manager when the QCM is absent. The position applies intensive and diversified knowledge of quality principles to construction assignments, planning and executing asphalt production and laboratory testing. The Alternate QCM assists the QCM in implementing quality inspection and oversight of asphalt production and testing activities, and performs surveillances as necessary for normal project operations.
The QCM’s primary role is proactive engagement to ensure client satisfaction of contractual compliance and oversight of asphalt production activities. This includes interfacing with the client, US Government Administrative Contracting Officer, Quality Assurance Representatives, and Contracting Officer’s Representatives on questions, joint inspections, audits, and issues related to government audit findings. The Alternate QCM will participate in these activities under the guidance of the QCM and assume the responsibilities in their absence.
Basic job requirements include a BS in Civil Engineering, at least ten years of combined experience in senior construction roles, ten years of asphalt production experience, and active USACE Construction Quality Management certification (or obtain within 90 days). Candidates must be U.S. citizens, fluent in English, and possess experience in hazard identification, safety compliance, and sustainability, as well as proficiency with PC‑based business applications.
The role requires the ability to work at least ten hours per day, sixty hours per week, in both field and office environments. Preferred qualifications include familiarity with USACE EM 385‑1‑1 Safety and Health Requirements Manual, overseas experience, and runway construction experience.
