OCC Manager

Description

• Conducts efficiency checks, documents same - ensures annual recertification of 20 Office staff
• Ensures DOT and SSO reporting requirements are met in coordination with the Chief Safety Officer
• Documents rules violations - generates discipline letters and conducts hearings as Hearing Officer
• Supervises Ready Room and Operator Fitness for Duty checks - ensures operators are properly informed through the issuance of daily bulletins and radio notifications
• The OCC Manager may be required to work various shifts, including nights, Saturdays, Sundays and holidays.
• While performing the duties of this job, the employee is regularly required to stand, walk, sit; use hands to finger, handle or feel; reach with hands and arms; climb or balance; stoop; kneel, crouch, or crawl; talk or hear; and taste or smell.
• Maintains cross training and proficiency to perform as Transportation Manager
• Ensures operators are assigned to scheduled runs, filling vacancies through the coverboard or overtime as may be required - documents attendance and payroll
• Ensures timely information flow to management and NJT in accordance with established communication protocols
• Monitors performance of operators and service performance
• Always maintains safe operations
• Coordinates Local Control Panel (LCP) exercises with MOW personnel
• Maintains accurate 20 Office reporting requirements
• Supervises responses to service disruptions
• Maintains communication with NJT Police
• In coordination with Transportation Managers, monitors locations and performance of Line Supervisors
• Works under the supervision of Operations/Transportation Assistant General Superintendent, maintain real time coordination with the Transportation Manager
• Coordinates Yard and shop activities with Maintenance of Equipment Division ensuring rolling stock availability and servicing
• Ensures procedures are followed to inform customers
• Ensures DOT, FTA Hours of Service regulations are adhered to
• Supervises Lead Controllers and Controllers - monitors fitness for duty
• Ensure staffing levels are maintained in the 20 Office
• Ensure incidents are properly logged and the Trapeze Asset Management system is used in accordance with the training provided.
• Coordinates supervision of line operations and customer service with the Transportation Manager. Shares duties and responsibilities with the Transportation Manger to maintain essential managerial oversight as may be required by circumstances.

Requirements

• Maintains proficiency in Emergency Response and Incident management, adhering to National Incident Management (NIMS) principles
• Ability to write regulatory and departmental reports and correspondence.
• The employee must be able to distinguish between visual colors.
• Possession of a valid driver’s license and any other certificates, licenses and registrations as required by law to perform the specified functions.
• Must successfully complete Light Rail operations training program and Light Rail Operator recertification annually.
• Strong computer skills, including comfort with learning new applications and programs
• High School diploma or equivalent.
• Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
• Specific vision abilities required by this job include close vision, and ability to adjust focus.
• Regular and consistent engagement, participation and promotion of ACI-Herzog’s Culture and its essential behaviors are a requirement for this position
• Has attended formal safety related course work, TSI Certified Safety Professional.
• Extended work experience may be substituted for education, if appropriate, of which at least two (2) years must have been at a supervisory level; - OR - A satisfactory equivalent of education and experience.
• Bachelor's degree (B.A. or B.S.) from a four-year accredited college or university and at least five years of experience in rail transit industry.
• Ability to work effectively in a fast- paced, communications-heavy environment.
• Strong interpersonal skills, including the ability to provide clear concise direction during major incidents.
• Ability to manage multiple responsibilities and tasks with superior attention to detail.
• Ability to speak, read and write English in a work setting.
• Strong analytical, critical-thinking, and decision-making skills Excellent verbal and written communication skills
• Must be able to pass a pre-employment Drug and Alcohol screening as well as a background check and motor vehicle report review.
• Must be in the process of obtaining FTA TSI TSSP certification in Rail. Must be certified in CPR/AED.
• Ability to compute ratio, rates, percentages and able to draw and interpret graphs and tabular data sets.
• Ability to speak effectively before groups of customers or employees of the organization.
• Regular and predictable attendance and punctuality are a requirement for this position.
• Ability to work with mathematical concepts including but not limited to proficiency in adding, subtracting, multiplying and dividing all units of measure.
• Ability to apply concepts such as fractions, percentages, ratios and proportions to practical situations.
• The employee must occasionally lift and/or move up to 25 pounds.
