Budget and Costing Manager

Description

The position provides cost management services from inception to completion across various sectors, supporting the assigned area, discipline or specialism with strong technical and functional capabilities.

• Conduct feasibility studies and advise on procurement strategies, contract selection, and produce procurement reports.
• Apply value management techniques at project inception.
• Manage estimating and cost planning, own and present the final cost plan.
• Assist in procurement and selection of the main contractor.
• Prepare contract documents, warranties, bonds, licenses and support formal execution.
• Advise on administration of building contract terms.
• Measure work, provide valuations, and adjust variations per contract terms with the contractor.
• Deliver cost control and reporting services throughout the contract.
• Prepare financial reports for the client as required.
• Identify costs linked to design changes, contract awards, construction activities, and client charges.
• Participate in evaluating contractor and subcontractor claims for delay and additional costs.
• Advise on issuance of practical completion certificates and negotiate final accounts.
• Advise on issuing certificates of making good defects and final completion requirements.
• Drive improvements in systems and processes, leading transformational change.
• Provide guidance and direction to assistant cost consultant and junior team members.
• Mentor and train junior staff informally.
• Develop effective relationships with internal and external stakeholders and manage them.
• Collaborate on net‑zero carbon transition, identifying and managing carbon emissions and reductions.

Requirements
