The Policy Manager interprets complex economic issues, analyses financial and operational impacts, and proposes mitigations. They also provide economic lobbying and represent SPEN to Ofgem and Government, overseeing price control, licence and code development, and ad‑hoc information requests.
Key duties include maintaining the distribution licence records, analysing policy and data to inform regulatory positions, monitoring the external regulatory environment, developing responses to consultations, and creating regulatory narratives for price‑control submissions. The manager also supports the Head of Strategic Engagement on CMA or judicial review inputs.
Candidates must have policy or regulatory experience, preferably within engineering, utilities or local authority, and be self‑motivated with the ability to work independently. Experience engaging with regulators, strong Microsoft Office skills, and excellent written and oral communication with influencing ability are essential. A proven delivery record in a relevant area is also required.
