The purpose of the Senior SCADA Engineer is to act as the technical authority for automation and control systems, ensuring that the pipeline and reservoir infrastructure is delivered with fully integrated, reliable, and secure SCADA solutions that support safe, efficient, and sustainable operations.The Senior SCADA Engineer is accountable for the design, integration, testing, commissioning, and handover of SCADA systems that provide reliable and secure control of the pipeline and reservoir infrastructure. Their role ensures the systems are technically compliant, operationally efficient, and aligned with client and regulatory requirements.
The Senior SCADA Engineer is responsible for the design, integration, testing, and commissioning of SCADA (Supervisory Control and Data Acquisition) systems associated with the pipeline and reservoir contract, ensuring seamless monitoring and control of water infrastructure assets. The role ensures that all automation and control systems are engineered, installed, and commissioned in compliance with project specifications, client requirements (NWC/EXPRO), and international standards.
- Ensure compatibility and integration between SCADA, PLCs, RTUs, instrumentation, and communication networks.
- Ensure all alarms, interlocks, and control sequences operate safely and correctly.
- Facilitate Handover & Training – Prepare documentation, O&M manuals, and deliver training to client operators for sustainable long-term use.
- Monitor and address risks related to data breaches, unauthorised access, or system vulnerabilities.
- Work closely with design engineers, instrumentation specialists, testing & commissioning teams, and QA/QC departments to align SCADA deliverables with project execution.
- Capture lessons learned for improving SCADA implementation in future projects.
- Align SCADA deliverables with overall project QA/QC processes and regulatory approvals.
- Identify opportunities to optimise SCADA performance through digitalisation, automation, and advanced analytics.
- Validate system redundancy, failover, and data integrity features to guarantee system reliability.
- Deliver training sessions and workshops for client O&M staff on SCADA system operation and maintenance.
- Lead and witness Factory Acceptance Tests (FAT), Site Acceptance Tests (SAT), and integrated system testing.
- Support client teams during the transition to full operational control.
- Enable Operational Efficiency – Ensure the SCADA system provides accurate, real-time data for effective monitoring, control, and reporting of pipeline and reservoir operations.
- Ensure Systems Integration – Oversee the integration of SCADA with field instrumentation, PLCs, RTUs, and communication networks across pipelines, pumping stations, and reservoirs.
- Support Testing & Commissioning – Manage the functional testing, factory acceptance tests (FAT), site acceptance tests (SAT), and system handover for operational readiness.
- Implement access control, firewall, and encryption protocols to safeguard operational systems.
- Ensure seamless integration with field devices, sensors, flow meters, pumps, and reservoir level monitoring equipment.
- Supervise pre-commissioning and commissioning of SCADA systems across pumping stations, reservoirs, and pipeline networks.
- Guarantee Reliability & Compliance – Verify that all SCADA hardware and software meet project technical requirements, cybersecurity standards, and industry best practices (IEC, ISA, ISO).
- Verify compliance with NWC/EXPRO guidelines, Saudi standards, and international codes (IEC 62443, ISA, ISO).
- Ensure knowledge transfer of system configuration, troubleshooting, and reporting procedures.
- Promote Innovation & Best Practice – Drive the adoption of modern automation, digitalisation, and cybersecurity solutions to enhance system performance and resilience.
- Prepare and maintain as-built SCADA documentation, O&M manuals, software backups, and configuration records.
- Coordinate with client representatives (NWC, EXPRO, PMC) during inspections, approvals, and acceptance testing.
- Ensure full traceability and documentation for client approval and handover.
- Liaise with vendors, system integrators, and third-party specialists for technical compliance and performance validation.
- Oversee the configuration and programming of SCADA systems, including PLC logic, RTU setups, HMI/GUI development, and database structures.
- Recommend system upgrades or innovative solutions to improve operational efficiency and resilience.
- Review and approve SCADA system designs, architecture, and technical specifications in line with project requirements.
- Ensure SCADA systems meet cybersecurity standards and data protection requirements.

4. Cybersecurity & Data Integrity
- ISO 9001 QMS training (desirable for QA/QC integration).
- Bachelor’s degree in Electrical, Electronics, Control Systems, or Instrumentation Engineering.
- At least 7–10 years in a senior role overseeing SCADA design, integration, and commissioning.
- Certified SCADA/Automation or Control Systems Engineer (e.g., ISA, IEC).
- Familiarity with water utility operational requirements (real-time monitoring, leakage detection, energy optimisation, and system redundancy).
- Master’s degree in Automation, Control Systems, or Engineering Management (preferred).
- Proven experience in SCADA system design and commissioning for water pipelines, reservoirs, pumping stations, and distribution networks.
- Familiarity with NWC/EXPRO guidelines and Saudi National Cybersecurity Authority directives.
- 12–15+ years of experience in SCADA engineering, automation, and control systems within large-scale infrastructure projects.
- Cybersecurity certifications (IEC 62443, CISSP, or equivalent) highly desirable.
- Registration or eligibility with the Saudi Council of Engineers (SCE).
- Knowledge of communication protocols (Modbus, DNP3, IEC 60870, OPC, Ethernet/IP, fibre optic, wireless).
- Strong background in PLC programming, RTU configuration, telemetry systems, and instrumentation integration.
- PLC/RTU programming certifications (Siemens, Schneider, ABB, or equivalent).
