Complete and issue equipment supply contracts, purchase orders.
Ensures adherence to the Quality Management program and SNC-Lavalin Code of Conduct and Business Ethics and Compliance.
Securing all required export permits, freight forwarding and logistics contracts, Non-Disclosure agreements and commercial terms and conditions required by the customer.
Leads the procurement team of buyers and order administrators.
Leads overall negotiation strategies and strategic procurement of all goods and services, ensuring cost savings and required lead times for the project.
Supports in project schedules, plans, estimates.
Prepare and manage the Request for Proposal process which shall include the following key activities:
Negotiate with suppliers to achieve the best overall contractual agreement.
Ensure bidders are in compliance with quality, technical and export requirements.
Preparing sourcing plans and bidders lists for supplier qualification.
Recommendation of winning bidder and ensuring all required approvals are obtained in accordance with levels of authority.
Working closely with Engineering, the Project Procurement Manager is responsible to establish new suppliers for new scopes of work as applicable.
Ensures project procurement KPI's, and data reporting is update to date and accurate at all times.
Responsible to collaboration with the RFBR Project team on the overall project procurement strategy and subcontractor management plan.
Evaluate proposals and liaise with both Engineering and Quality Assurance to finalize overall evaluation.
Key interface to suppliers and Project Director's/ Manager for all project procurement requirements and priorities.
Responsible for leading procurement tendering activities, under the QA Management program.

The position requires proficient technical knowledge and must have excellent written, oral communication capabilities and analytical skills.
Experience in Quality program standards and processes related to supply chain (All levels).
University Degree or relevant experience.
Experience in reading technical drawings and understanding of specifications.
Experience leading strategic sourcing strategies and supplier negotiations.
Must be able to maintain a good relationship with the internal customers and be able to quickly identify and resolve problems.
Demonstrated leadership and project experience.
Must be a self-starter and be able to work with minimal management supervision.
Strong work ethic, with excellent organizational skills, time management skills including multi-tasking, detail and team-oriented.
Post-secondary education preferred, plus ten years' experience in the purchasing field, including having a sound knowledge of purchasing practices.
Minimum 12 - 15 years' experience Leading a procurement team.
Ability to work independently in a fast paced environment.
Knowledge of Contract Law and competitive bidding best practices.
CSCMP certification or enrolment in CSCMP programs is desirable.
