The Deputy Design Manager role will support the premier infrastructure project in the United States – the Gateway Program – a critical set of rail investments that will improve commuter and intercity service, add resiliency, and eventually create new capacity between Newark, NJ and New York City. The first phase, the Hudson Tunnel Project, includes building a new two‑track tunnel under the Hudson River and rehabilitating the historic North River Tunnel.
The Gateway Development Commission, established by bi‑state legislation, finances and develops the Hudson Tunnel Project. Parsons, together with Arcadis and Mace, serves as a delivery partner, providing strategic advisory, project management, design management, construction management, stakeholder coordination, federal compliance, operations support, and office administration under a 15‑year master service contract.
- Oversee and coordinate the heavy commuter rail design team.
- Manage the full design lifecycle from planning to detailed design and reviews.
- Ensure design deliverables meet client expectations, standards, and project requirements.
- Collaborate with architects, engineers, consultants, and stakeholders to integrate design elements.
- Review drawings, calculations, and technical documentation for accuracy and compliance.
- Support value‑engineering, design optimization, and innovative solutions.
- Coordinate with construction teams for a seamless transition from design to build.

Candidates should hold a Bachelor’s degree in Civil or Structural Engineering (Master’s preferred), have 15+ years of relevant experience with supervisory responsibilities, and possess a Professional Engineer license. Experience in design management for large tunneling or underground projects, proficiency with AutoCAD, Revit, and Bentley software, strong project‑management skills, and excellent communication and leadership abilities are essential. No security clearance is required, and the salary range is $128,700–$231,700.
