The Portfolio team supports the effective management of the IDD investment programme through governance, data management, performance reporting and analysis, and the management of planning, land, wayleave, utility and statutory consents. Reporting to the Land Wayleaves and Utility Manager, the Agency & Utility Technical Lead provides expertise in agency and utility stakeholder management to enable project managers to proactively navigate third‑party requirements.
Collaboration with key internal stakeholders—including the CEO Office, Legal, Asset Management, Sustainability, and COO – Asset Operations—is essential. The role also promotes health and safety commitments, adheres to information security policies, supports the Uisce Éireann Transformation Programme, and provides visible leadership, coaching, and development for the team while maintaining a safe working environment.
- Develop relationships with key agency and utility stakeholders and work with Project Managers to agree, coordinate and implement requirements of all third‑party utility providers for Infrastructure Delivery.
- Develop policy and processes for applying for and adhering to statutory consents, licences, and permissions with relevant agencies.
- Manage all relevant consent processes to ensure a standard approach across Infrastructure Delivery.
- Provide analysis and interpretation of agency and utility requirements, reporting progress and project risk to Infrastructure Delivery Project Managers; work with the Land & Statutory Consents Lead on compensation rates.
- Analyse and interpret causes and effects of non‑compliance with agency and utility legislation and procedures.
- Define and implement processes for monitoring notification and defect procedures, responding to enquiries, complaints and urgent defects within agreed timescales.
- Oversee payment of costs associated with agency/utility consents and licences.
- Work closely with Portfolio Delivery and Legal teams on oral hearings, court cases, and arbitration processes as required.
- Support Programme/Project Managers with post‑project completion issues.
- Maintain documentation and filing systems (including digital) for agency/utility consents, licences and permissions in consultation with Legal and Project Records teams.
- Attend meetings with agencies, utilities and authorities (e.g., Road Authorities) to discuss performance and ensure compliance with Uisce Éireann requirements.
- Communicate and consult across the Infrastructure Delivery function, the wider business and external delivery partners.
