  • Prepare technical reports, contract documents, terms of reference, proposals and correspondence.
  • Responsible for coordinating, consulting, negotiating, and collaborating with outside agencies and stakeholders.
  • Participate in labour relation activities such as staffing, discipline, staff development, supervision, direction of work, and performance appraisals of subordinate staff.
  • Ensure compliance of personnel, equipment, materials, contractors and consultants at work sites to meet Provincial Occupational Health and Safety Act, the City of Regina Occupational Health and Safety Manual, City of Regina Standard and Emergency Operating Procedures, and legislative and regulatory requirements.
  • Inspects all new City assets associated with growth and infill development and ensures appropriate information systems and records are maintained.
  • Interpret, recommend changes to, and administer pertinent City Bylaws.
  • Provide technical advice, direction and recommendations, to help develop options, improvements, and business solutions to the management of all infrastructure associated with growth.
  • Receive and respond to concerns and enquiries from staff, the public, other departments, elected officials and the media.
  • Research and evaluate options for new construction methods and technologies (may include studies, planning, design, materials, construction, data/asset management, monitoring, modeling, operations, rehabilitation, maintenance, agreements/contracts, budgets/expenditures and investment strategies).
  • Supervisor and direct staff, consultants, contractors.
  • Maintain and operate specialized analysis software and be able to interpret results, produce reports.
  • Mentor, train, and advise employees and work teams in an environment that embraces innovation, changes, corporate values/initiatives, relationships, partnerships, and a respectful work environment.
  • Approve requisitions, expenditures and other transactions within the limits of established authority and takes necessary action to protect civic monies and assets against loss and waste.
  • Manage projects, work programs and budgets, including contract administration.
  • Interpret and analyze data, information, processes, programs and problems and develops options, solutions, improvements and recommendations.
  • Review and recommend construction proposals, schedules, plans, applications, and drawings related to Community Planning and Development’s construction, coordination of activities and works as well as works proposed by the private sector.
  • Develop and support Community safety operations.
  • Initiate, develop and conduct public consultation and information programs.
  • Develop and recommend corporate Community Planning and Development’s construction standards, operation and capital programs, policies, management systems, and practices.
  • Lead and/or advise on various departmental and organization project teams or committees such as Occupational Health and Safety, community planning, business process improvement, etc.

  • Ability to interpret, understand and manage work in accordance with the general rules and regulations of the Provincial Occupational Health and Safety Act, other legislation, and expectations of City of Regina’s policies, standards, practices and guidelines.
  • Knowledge of administrative/supervision/business management principles and processes.
  • Advanced skill to operate business software products (e.g. Word, Excel, PowerPoint and Access)
  • Proof of education is required.
  • Ability to establish and maintain effective working relations and a respectful environment with superiors, peers, subordinates and the general public.
  • Skills to manage budget for and evaluate progress and quality of inspection programs, contracts and operations.
  • Ideally, this position requires a two (2) year Diploma in Civil Engineering Technology, Environmental Engineering Technology, or Structural Technology with a minimum of five (5) years experience in infrastructure construction and inspection. Candidates with alternative educational backgrounds and exceptional experience may also be considered.
  • Ability to manage multiple construction projects, programs and budgets/expenditures.
  • Knowledge of Community Planning and Development’s construction principles, processes, theories, statistics, technologies, standards, safety policies, materials, practices, and operations.
  • Ability to lead, plan, organize, influence, direct, supervise, inspect and co-ordinate staff, consultants and contractors.
  • Ability to listen, lead, influence people and cultivate consensus.
  • Successful candidates may be required to provide a satisfactory criminal record check per the City of Regina's Criminal Record Check Policy.
  • Ability to analyze complex data and issues and interpret specifications/plans/regulations.
  • Must possess a valid Class Five (5) driver’s license and have a vehicle available for work usage.
  • Knowledge of project management principles and processes.
