Description

The Agency is hiring two Procurement Leads – Portfolio Managers to own end‑to‑end strategy, governance, systems, delivery and risk for defined portfolios. Reporting to the Head of Procurement, they will shape the procurement operating model, lead senior stakeholder partnerships and ensure compliance with Irish and EU public procurement law while delivering value‑focused outcomes for housing delivery.

• Support the Head of Procurement in shaping the operating model, strategy, roadmap and risk framework.
• Lead, manage and develop procurement professionals, building capability and setting standards.
• Partner with Directors, Heads and Leads to shape procurement and commercial strategy, investment priorities and delivery plans.
• Provide constructive challenge as a trusted advisor to ensure robust, outcome‑focused decisions.
• Build and maintain a portfolio risk framework, identifying and managing commercial, legal, delivery and supply‑chain risks.
• Design and implement commercial, contract and risk management frameworks to maximise value and manage risk.
• Embed risk management into category strategies, sourcing decisions, contract models and contract management.
• Lead development and use of procurement, contract and risk management systems, including registers, dashboards and assurance reporting.
• Lead complex stakeholder environments, balancing delivery urgency, value for money and regulatory compliance.
• Influence, challenge and support senior stakeholders to achieve optimal procurement and commercial outcomes.
• Provide senior‑level commercial and procurement leadership across the portfolio.
• Lead high‑value, high‑risk procurements in compliance with Irish and EU public procurement law.
• Apply deep knowledge of procurement law to design compliant, commercially effective sourcing strategies.
• Navigate oversight and assurance requirements (C&AG, Department, DPER, OGP, audits) and ensure legal and audit scrutiny.
• Lead end‑to‑end strategic competitions including market engagement, approvals, tendering, evaluation, award, Regulation 84 reporting, negotiation, mobilisation and transition.
• Ensure robust contract management frameworks to deliver outcomes, manage risk and drive supplier performance.
• Contribute to procurement policy, commercial governance and assurance framework development.
• Maintain comprehensive procurement records for audit, C&AG and public spending code compliance.
• Build commercial and procurement capability through coaching, mentoring and knowledge sharing.
• Operate as Procurement Lead/Portfolio Manager, not merely as a tender manager.

Requirements

Successful candidates will be senior public‑procurement professionals with a track record of leading complex, high‑value procurements, deep knowledge of risk‑management frameworks, and strong stakeholder‑management skills. A professional procurement qualification such as CIPS is advantageous, but expertise in public procurement law, commercial leadership and contract management are essential.

• Own strategy, governance, systems, delivery and risk management for the assigned portfolio.
• Proven experience leading complex, high‑value procurements under Irish/EU public procurement law (or equivalent UK/EU experience).
• Strong knowledge and practical experience of risk management frameworks applied across commercial strategy, sourcing and contract management.
• Demonstrated ability to design and operate commercial, contract management and procurement systems.
• Commercially minded and outcome‑focused with ability to design value‑driving, risk‑managed strategies.
• Excellent senior stakeholder management skills, acting as a trusted advisor and critical friend.
• Deep understanding of public procurement governance, assurance and oversight frameworks.
• Comfortable working in ambiguity, shaping new categories and building structures where none exist.
• Strong commercial judgement and negotiation capability.
• Strategic thinking and analytical rigor.
• Confidence operating in complex, sensitive environments.
• Excellent written and verbal communication skills.
• High integrity in dealings with customers and suppliers.
• Professional procurement qualification (e.g., CIPS) advantageous but not essential.
