The company is seeking a Construction Surveillance Engineering Technician to support NAVFAC Southeast Headquarters, Public Works Departments, and the Resident Officer in Charge of Construction at Barksdale, LA. The role involves coordinating construction quality management and working closely with the Construction Manager and Government sponsors.
- Coordinate construction quality management program for assigned projects.
- Review and recommend approval of contractor quality control plans with the Construction Manager.
- Attend selective quality control meetings and monitor three‑phase checklists for accuracy.
- Provide remarks on Government QA reports, focusing on critical work features.
- Capture, file, and distribute progress photographs.
- Validate material quantity, condition, and approval before invoicing.
- Support testing, commissioning, and certification of critical systems (mechanical, electrical, fire protection, roofing, underwater structures).
- Ensure workmanship complies with specifications and industry standards for concrete, masonry, stucco, structural steel, bolting, welding, and other building materials.
- Attend and witness selected tests; review test reports and results.
- Keep the Government sponsor informed of project status and independently plan and execute assignments.

Candidates must have at least ten years of verified experience as a Quality Control Manager on NAVFAC or USACE projects, or ten years as a foreperson in concrete, mechanical, electrical, masonry, or carpentry on commercial, industrial, or military projects. Completion of the USACE Construction CQM Certification is required.
The position demands physical capabilities such as standing, walking, kneeling, crouching, and lifting up to 50 lb, as well as the ability to operate office equipment and communicate clearly. Work is performed both indoors and outdoors, often in varying weather, rough terrain, confined spaces, and at heights, with appropriate personal protective equipment.
- Minimum 10 years verified QC Manager experience on NAVFAC or USACE projects OR 10 years foreman experience in concrete, mechanical, electrical, masonry, or carpentry on commercial/industrial/military projects (residential experience does not qualify).
- Complete USACE Construction CQM Certification.
- Ability to stand, walk, kneel, crouch, remain stationary 60 % of the time; lift up to 50 lb; operate office equipment; communicate clearly.
- Work comfortably indoors and outdoors in varying weather, rough terrain, confined spaces, and at heights; required use of personal protective equipment.
